As as a realtor, I manage a property of about 12 flats: 5 units of one bedroom flats and 7 units of selfcontains. The house is not metered and the landlord created a single account on his name that they were being billed on. After a few years, about three different tenants went to AEDC to open their own accounts in their names. According to them, they do not want to pay electricity bill with other tenants. In the process, they accumulated a lot of debt on their bills and later moved out one after another. AEDC is marketers who opened these accounts for them are now holding the landlord responsible to pay the accumulated bills.
Now, the question is: is AEDC supposed to open different accounts for tenants without the landlord's consent? Your advice pls[color=#006600][/color]

Did they run separate connections (wires) from electric pole(s) to their apartments after creating their own accounts?

If no, how was AEDC able to separately deal with them during their tenancy of the apartments?

If yes, the landlord should pay for his wickedness and carelessness because he ought to have noticed and tackled the issue when separate wires were run to those apartments. This also brings me to ask why landlords allow tenants to accumulate bills and pack out for new tenants to inherit the bills. The landlords heartlessly do so because they are not the new tenants to suffer the accumulated bills.

I once rented an apartment in a new building without prepaid meters. This means that I was among the first set of tenants to live in the building. But I was not the first or even the fourth tenant to rent a space in the building. At least seven tenants have spent months in the building before I joined them. When I wanted to pack out, I told the landlord to divide the outstanding bill for me to pay my part so that my conscience would not disturb me when I leave the compound. I later packed out of the building without paying my part of the accumulated bill because the landlord didn't take my advice. I don't know if the reason he ignored my advice was because two tenants packed out before me or because he was too busy to attend to the issue.

Unknown to the landlord, the barrister wasn't even coming around except to call tenants on phone to ask for rent. So, I noticed all of this when it was later handed over to me. I even had to write to merge two accounts and presently, there are three accounts. The chaotic one right now is owing 400k plus.
The information available before me now is that the marketer in charge of the area was the one advising them to open new accounts, all for her to make more money. As it is, if the month's estimated bill going round is 36k, the house gets 36k into three.
The same marketer is telling me that I must pay the outstanding bill now or every other account will not be connected.
I am planning to petition her because, she used come to the house for bill collection, drink with the tenant and accept whatever amount he offers; they are friends. This was how the bill got accumulated.
* Moreover, the bill is in the tenant's name and the landlord was not informed before they opened the account.
