Exactly. You dont attain growth by building fancy structures at inflated rates, paying idlers and even giving them a raise, watching productive sector of economy chased off by bandits, spend all money on defence but keep soldiers idle & away from insecure spots, or watch thugs levy few manufactures and their workers around.
