Most settlements in northern Israel have been evacuated wasn't it because of constant attacks by hazebollah rockets lunches, I guess civilians settlements are military targets to you.

The reason why there are little or no civilians casualties in isreal is because unlike hazebollah, the Jewish government pride itself in the safety of its citizens and has provided air-defences systems across the nation, hazebollah has money to buy offensive rockets. Yet can't invest in air-defences.
