Decisions Of FEC Meeting Chaired By President Tinubu by emkz: 3:50am On Sep 24
Key Decisions from today's Federal Executive Council meeting.

1. The meeting reviewed the flooding in some parts of the country, especially the one that destroyed almost 50 percent of Maiduguri in Borno state.

The meeting also backed the President’s idea of setting up a Disaster Relief Fund to be funded by a portion of the revenue accruing to the Federation account. Funds will also be solicited from the private sector.

2. The meeting resolved to set up a technical committee to conduct integrity tests on Alau Dam and other dams countrywide.

3. The Council also approved the Economic Stabilisation Bills, which embody the recommendations of the Presidential Committee on Tax and Fiscal Policy Reforms set up last year by President Tinubu. The bills seek to amend the income tax laws, promote the export of goods and services, reform the exchange rate regime and unlock foreign exchange liquidity. One of the bills offers tax relief to companies that generate incremental employment. Another offers personal income relief to people in private and public employment, from N200,000 to N400,000.

Another of the bills seeks Federal and state collaboration to suspend certain taxes on small businesses and vulnerable populations. The Economic Stabilisation Bills, with the Council's approval, will now be transmitted to the National Assembly for passage.

4. The Council approved a contract to build a 258 km 3-lane carriageway with continuous reinforced concrete pavement in Kebbi and Sokoto states. The stretch is part of the 1000km superhighway from Illela, Sokoto State, to Badagry, Lagos State.

5. The council approved the revised estimated contract cost for constructing Bodo-Bonny Road with bridges across the Opobo Channel in Rivers State. The contract was awarded in 2014 for N120 billion and revised in 2021 to N199, 923,638,963.87. The FEC approved another increase to N280 billion.

6. The council approved the rescoping and downward review of the contract to rehabilitate the Abuja-Kaduna-Zaria-Kano dual carriageway at a lower cost of N740.79 billion to Julius Berger.

7. Messrs CCECC Nigeria Limited was awarded two road contracts, including bridges in Kogi and Cross River, at a total cost of N133.4 billion. They are the construction of Cross River to Oferekpe Road and the rehabilitation of Kabba (Kogi State), Iyamoye-Omuo-Ikole-Ifaki-Ado Ekiti Road.

8. Messrs BDT International Limited was awarded the contract to repair the Gamboru Bridge along Gamboru-Ngala-Kala, Balde Road in Borno State. The cost is N3.2 billion, and completion will take 24 months.

9. Messrs CCECC Nigeria will repair the damaged loops and ramps of the Third Mainland Bridge superstructure and rehab Adeniji-Falomo Roads at N42 billion. Completion time is six months.

10. The council approved the N158 billion contract to construct service lanes for the Lekki Deep Sea Port through Epe to Shagamu-Benin Expressway. Dangote Industries will be awarded the contract under the Federal Government Road Infrastructure Development Fund and Refurbishment Investment Tax Credit Scheme.

11. The council approved the contract for the dualisation of Afikpo-Uturu-Okigwe Road in Ebonyi, Abia and Imo states. The road will be financed under the Federal Government Road Infrastructure Development and Refurbishment Investment Tax Credit Scheme.

12. Also approved by the councils are contracts for the repair of 14 bridges and roads and flooded sections of the Federal Highways nationwide..

13. The council approved no fewer than seven memos brought by the FCT Ministry. Among them was the contract for the building of Judges Quarters in Katampe. Also approved was the contract to construct an access road from Ring Road 1 by N16 Shehu Shagari Way to Judges Quarters.

14. The council approved the contract for building an access road from Arterial Road N11 in Mabushi District to Judges Quarters within Cadstral Zone B07.

Key Observations:

(1) Most of the memos approved concerned the following ministries:

(A) Works
(B) Finance
(C) FCT.

(2) Where are the other ministries?

(3) It may be helpful to include rail or tramway construction for any future road contracts. This would give people alternatives to transportation. With an efficient rail network, people would love to use it and reduce pressure on the roads and aviation. Anyone caught sabotaging rail tracks should be arrested and put on trial with the punishment meted out for attempted murder.

(4) I especially applaud the income tax relief bill to the vulnerable. It is a step in the right direction.

(5) The Ministries of Environment and Water Resources need to wake up. Those ministries need to be the most active. The Cameroonians have said they'd release water from their infamous Lagdo dam. I am surprised that we are not aware of precautionary steps being taken for channelization of the water to avoid or reduce potential flooding and attendant impact. For example, can the water be channeled to Lake Chad that has depleted?

You should know that some protesters do not read. They have a preconceived opinion shaped by hatred.

Some of these things are the contracts the president and FEC make with the people. Communities where projects are sited would follow up and complain when the projects are not executed. They have senators and representatives.

In my view, they should include timelines for these projects. We as citizens also need project monitoring boards to track the progress of government projects. People who are genuinely working would rush to get their projects visible in that platform.

It gives visibility to the contractor and the project.

You should know that some protesters do not read. They have a preconceived opinion shaped by hatred.

We don't have visionary leaders.....

What we have is a bunch of old saturated men with interest of being called Mr. President or the former president of Nigeria. And the money they will steal and the political umbrella they will acquire.

Nothing is visionary about them. The FEC has always been about repairing old projects and doing new projects that is not meeting the int'l standard or competing with the global world.

I do not speak for Tinubu. I only raised questions based on observations.

I'd like us to use nairaland to prepare an agenda to present to the government. In our proposals, we'd articulate what we want, and how we want it implemented. For example, we can say we want fuel to be sold for 100 naira. We'd need to set a practical template to get fuel to sell at 100 naira. We can also say we want to crash food prices and prepare a strategy for it. Government involves all of us. What I do here when I come here is to proffer solutions.

Instead of rushing to attack and criticize, we can take time to study and understand. Criticizing, attacking and insulting are the easiest things to do because they hardly require much thinking but emotions; studying and understanding are more difficult.

You asked what contract would be as big as the ministry of works. How about you ask what contract can be as impactful? Do you realize how much funds we can unlock from agro-processing alone? What about iron smelting? What about electrification? I mentioned channelizing water to Lake Chad. Do you know the impact of that? What about environmental remediation? What about sports? What about mining? I am going too far. Blast some of the rocks in Kogi state to make gravel for export and you'd unlock billions of dollars. That is why I am sad Kogi is soo poor with all they have.

You can see that I did not even mention gas resources or even land.

Nigeria is sitting on trillion of dollars.

Lols, just look at what these people are busy approving, contracts that will bring kick backs to them..

I rushed here to know if there will be anything concerning Dangote Refinery and NNPC and Federal Government refineries to help bring down the suffering of the masses, but couldn't find any...

Rushed to see if anything concerning the security of farmers in the North and all farmers in Nigeria but they avoided such as they are rich and feed well ...

All they are busy approving are contracts that will provide money and more money to them in return.

My thought exactly. Yoruba leaders have always shown apathy to the development in their region whenever they are in power both at the state and federal level bar Lagos. Obasanjo did the same when he was in power.
Buhari concentrated most of his development policies in the North and ignored the South. The only tangible thing he completed is the Lagos Ibadan Expressway. Now that Tinubu is towing the same path as Obasanjo, there's is a faint hope of having a better infrastructural development in his region.
