It's only in Nigeria people who are poorly paid are given guns to work with.

A man who has loads of responsibilities before him, who hasn't been able to provide for his immediate family, and hasn't fed well due to poor salary and welfare, you now give him gun to carry. Wouldn't he use that gun in his hand to get what he needs, even if it will involve using it dispossess people of their belongings just to feed and provide at home?
