Using your definitions outlined below, it is safe to say that Terwase Akwaza (aka Gana) killed by the military in 2020 is a bandit leader and as outlined in the links attached, around 20 men of his band were even arrested. If my memory serves me right, Muhammad Buhari was still the President of the Federal Republic of Nigeria in 2020. Also he was also described as a criminal in another article matching your definition of what a bandit is.
