The total budget was 11.465 trillion and given the average exchange rate of 122.35 per dollar that leaves you with 93.7 billion USD.
Now i leave u with an assignment to check the entire budget of the ministry of power from 1999 to 2007 convert it to dollar using 122.35

He ensured that over 36 billion debt was erased from Nigeria history and saved over 70 billion dollars. Stabilize the naira... Naira sold for 85 to 125 throughout his period, the economy grew, security was top notch . New agencies were created efcc, ICPC etc to tackle peculiar problems.

Obasanjo remains the best leader.... Two times of him being the president the US president had to visit Nigeria to see his wonders.
