Some people interpret this verse to mean that God created evil, but this interpretation is mistaken. The context of this passage is about blessing those who are faithful and punishing those who disobey. In this context, God is responsible for bringing prosperity to those who are faithful and calamity to those who rebel. 

Isaiah 45:5-7 is a text that can be comforting and disturbing. It makes clear that there is no other God, and that the Lord is the divine power in the life of Israel and the world.
This your explanation is comforting but how does it explain Job, his trial and calamity? He lost children and wealth! Though wealth can be replaced but not the children... Who created his calamity? Job 1:1 says Job was righteous but he was sent calamity! You claim that the calamity is only for those who rebel! Did Job rebel? Even Jesus was sent calamity, did he rebel? Even John was beheaded did he rebel?
