They don't rely on dollars. Most of the people talking here do not even know what a 10$ bill looks like. But then the dollar is today medium of comparison to see the strength or weakness of a country's currency.
Even China you spoke about does not take its eyes off the dollar. That's why it tweaks its currency the Yuan, to make sure it doesn't go beyond a certain level against the US dollar
