The reason we don't have high end tech companies in Nigeria is because there's only 0.0001 % type of engineers that can do that, and the majority work for multinationals remotely. How many Nigerian software engineers work on the kernel level? If we're to build a streaming service to handle 200m views per/min, can you confidently get 100 Devs based in Nigeria that can do that?
