Visa on arrival means that once you arrive at country, you will immediately be issued with a visa. So you don't need to apply for a visa at their embassy in your country. Whereas, visa-free is exactly what it says: you don't need a visa to visit that country.

Visa on arrival means that once you arrive at country, you will immediately be issued with a visa. So you don't need to apply for a visa at their embassy in your country. Whereas, visa-free is exactly what it says: you don't need a visa to visit that country.

It is technically the same thing. Only difference is that visa on arrival is can be denied at the point of entry if the immigration officers feel that your purpose for visiting their country is not sincere. Visa on arrival is also at the discretion of the immigration officials. Individuals from visa-free countries can also be denied at the port of entry but there has to be a concrete reason for it.
