You are not entirely wrong, you would still get ur numbers off board as you have stated! Though at a later date because of compilation, cataloguing and distribution. My point is, now that you know the system is flawed! You know what to do to get ur number "quicker" than most, especially if you wanna influence your posting, otherwise I see no reason why people would wanna get their numbers early.
