Is it possible for phase 1a (which is a very strollable distance by the way) to be completed by December ? Most definitely.
But the point remains this project doesn't represent more bang for the bucks expended on it and what those expended bucks would have done otherwise hence the valid observations that this is a white elephant project or as I would like to call it an expensive jangolova
