Basically the statement is telling you that when people state either, they actually mean they want 20% whole units of the whole, rather than 20% of each unit of the whole.

Basically, when people say they want 20% corporate shares, they want one fifth whole units of the shares, not a fifth of each and every individual share.

So if there are 50 shares, they would want to own 10 outright, not own 20% of each share "50 times".

The bolded in your statement just highlights that philosophically they are distinct statements in application, and then this bolded is followed by stating that people mistakenly use both statements interchangeably without being aware of the distinctions.
