The BVN does not prevent you from buying and selling. It does not stop you from carrying your cash and paying for what ever good or service you want. It is the equivalent of a PIN code for your ATM card. If you don't have a PIN code for your card can you use it? It will only be required when accessing your bank account so nobody apart from you can access it. It will not be required by merchants so the issue of buying and selling doesn't even come into play.

Which is why you cannot carry GTB account number to First Bank even though all bank account numbers now have ten digits. If the numbers were random then there be chaos because there be no systematic issuance of numbers and lead to all sorts of problems for both account holders and the banks.

Any one violating this criteria would be easily fished out as a fake ID in the future. What then happens when the next number to be allocated is perfectly divisible by 3 and the customer in line for it bears a name that ends with Letter 'u'? The system skips ordered allocation and follows uniqueness which the main thing in the first place.
