The Hisbah basically enforce things like the anti-alcohol code...and moral codes.

A proper police force investigates far more serious things than your local Hisbah force( That is why Saudi Arabia still has a proper police force, despite having a Sharia police).

And for a Police force to fight crime it needs arms (which the Hisbah cannot carry), forensic labs, specialists, vehicles, surviellance equipment, radios and very good training facilities (not the mess we saw in Ikeja some time ago). And decent salaries....paying a man who would face armed robbers less than 40000 naira a month is not going to make him motivated!

And all that costs money....and unless you want your state to tax everyone at ultra high levels...most states won't be able to afford a state police.
