Ogun to Fund 47.23 per cent of 2015 Budget with IGR

Ogun State Governor , Senator Ibikunle Amosun has said the state would fund 47.23 per cent of its 2015 N210.354 billion proposed budget from its Internally Generated Revenue (IGR).
Presenting the 2015 Appropriation Bill, titled, “Budget of Continuity” to the State House of Assembly yesterday, Amosun said it would be funded as follows: IGR, N99.35 billion (47.23 per cent); Federation Account, N53billion (25.20 per cent) and Capital Receipt, N58 billion (27.57 per cent).
The budget, which he stated  is aimed at sustaining the tempo already achieved in the Mission to Rebuild the State by taking it to an enviable pedestal through all around development strategy  comprises Capital Expenditure of N118.26 billion (56 per cent) and Recurrent Expenditure of N92.09 billion (44 per cent).
"We are proposing a Budget of
N210.354 Billion for the 2015 Financial Year, which is about the same as the 2014 Budget of
N210.28b.
"The rationale for this is that the macro-economic outlook driven by the global oil prices suggests a contraction in the national economy.  I have always maintained that Ogun State is not immune from the wider economy.  However I am confident that we will be able to maintain our budget size by innovatively growing our Internally Generated Revenue," he said.
In line with the Government’s five cardinal programmes, the Affordable Qualitative Education programme got the highest allocation of N42,565,400,000 billion (20 per cent), follow by the Rural and Infrastructural Development/Employment Generation, N34,423,000,000 (16 per cent), Affordable Housing and Urban Renewal, N22,373,726,000 (11 per cent), Efficient Health Care Delivery, N20,282,700,000 (10 per cent)and Agricultural Production leading to Industrialisation, N10,641,350,000 (five per cent).
While reiterating that the administration would continue to impact positively on the people, the governor noted that various project initiated and completed and the improved economic development of the State are positive indicator that shows that the state is on the right track.
He enumerated some of the projects of the government to include 12 model schools across the three senatorial districts of the state, the Mobalufon Junction flyover on the Sagamu-Benin Expressway Ijebu-Ode, which according to him had helped to stop carnage witnessed daily at  the junction.
They also include the transformation of Ota township outlook, the six-lane road which has changed Ayetoro as well as the on-going Home Owners’ Charter that enables residents to regularise their title documents at highly discounted rates.
Giving an insight into plans of the government in 2015 in the Education Sector, he said it would rehabilitate all public schools in all the Local Government Areas in the state with the provision of additional classrooms and more conducive learning environment for pupils and sponsorship of Post Graduate Programmes within and outside the country.
In the Health Sector, Amosun said government would build nine medium sized hospitals in all the nine Federal Constituencies, embark on massive recruitment of health professionals while the Agricultural Sector would be boosted with the purchase of additional 40 units of refrigerated meat vans, establishment of diagnostic laboratories for veterinary services and the upgrading of farm estates in the state.
The focus in the Affordable Housing and Urban Renewal programme will see to the construction of Mitros City, Akute, construction of two units of Mechanic Workshop each of Kobape, Ilaro and Ijebu Ode and International Convention Centre at Abeokuta.
He said water projects would be spread across the 20 Local Government Areas just as it would also construct 36 motorised borehole water schemes for rural communities and small towns and the construction of 30 solar-powered borehole water schemes for communities not connected to the national grid.
Under its Rural and Infrastructural Development programmes, Amosun said all on-going road projects would be completed while plans are on for a cable bridge over Ogun River which will link the 10-lane boulevard coming from Sapo via Itoku to Lafenwa.
The governor solicited for continued support and cooperation of stake holders to collectively deliver the promises and surpass previous achievements, saying, “Let me assure you that in the coming year, we shall strive with renewed strength and vigour to make our state the best in service delivery to our people.
“Our Mission to Rebuild is commitment to continuous improvement until we create an Ogun State that is the pride of the region and indeed the nation and solidly entrench the foundation for a new and better Ogun State.”

You may think you are 'catching fun' with this your style of badmouthing everyone to satisfy the attention you seek but be aware karma is a b1t.c.h. When you speak ill of those doing their best to advance the lives of their fellow man , as Amosun is doing, then know that good fortune will avoid you. It is not a curse but a reality characters like you deserves for never giving credit where due and for only being able to badmouth and pull down others doing what you neither have the talent, will or focus to do. For anyone not a brazen liar, Amosun is one of the top five Governors in Nigeria on account of the tangibles he has delivered alone.

The Jagaban has shown the way on how to increase IGR and it worked perfectly in Lagos. Other APC state governors key in into the success story with civil servants from Edo, Rivers, Osun, Ekiti and Kano coming to understudy the procedure adopted in lagos and now their states are better for it.we had diversified long ago when they were still sleeping when we set the stage for a new South West.

Odua a gbe wa.

May the new Ekiti with fayose not miss the path Fayemi had put the state.

So annoying my brother. One cannot even discuss serious developments sensibly any more because of the dumb, highly unreasonable, dishonest and mindless rants of some cretins. Even more annoying when the stuupid drivel and bile is directed at a Governor who is, without doubt, one of the best in Nigeria. As if we are blessed with performers everywhere to then be insulting the few we have who are using the money of the State on the people rather than on private jets and sponsored shopping trips to London and Dubai for their numerous concubines.

Man mi, I usually ignore cretins like that but their annoying antics, especially against one of the stellar performers post 2011, is deserving of condemnation sometimes. Imagine this welcomed news of how Ogun's IGR is moving the state towards becoming self-financing as we all say we want to see and all some god-forsaken cretin can contribute is id1ocy when we should all praise this development while those who are not from Ogun should go and challenge their Governors to follow suit. One cannot even discuss anything productively these days without some uncouth and near-illiterate f00l who should be in the Nollywood section contributing their annoying and imbecilic opinions.

You have spotted precisely what is most important about this development. This is what we want and should insist on in Nigeria. States should be up and doing in the quest to increase IGR and attain self-sufficiency which comes after a State can independently raise all the funds it needs to finance to run herself.

Most States of Nigeria can achieve this over time if governors are innovative, visionary, driven and totally focused. Whether some people want to see what matters or not, it is a fact that raising IGR aggressively, in the drive to becoming self-financing, is a cornerstone policy of the then ACN and now APC.

This is indeed an impressive development.

Madam, if those before Amosun have done what the governor is doing presently in term of urban renewal and provision of necessary infrastructures that'll make the state a comfortable place for those living there, all these points you listed would be what he'll be working on now.
It's a step at a time.
No doubt there are LOTS to be done.

My brother,
you are talking of urban renewal?
how long does it take a serious government to build house?
how long does it take to build gutter?

Amosun has been in power for four good years and he has not bought a light buld for Ogun people!
Ogun state has nothing to show for it!
You can take that statement to the bank.
The man and his thugs are bleeding Ogun dry.
And what do i have here?
Some paid lastman thugs and hangers-on coming to sing the praises of a failed government!
some of them are even being sponsored abroad in pounds by money forcelly collected from market women in the villages of Ogun.
You people are very wicked!
Fear god.
You should all be calling the spendthrift governor to order.

Perhaps she needs to go and find out the governor that took up the responsibility of the FG and raised private funds to buy the most sophisticated APCs (Armoured personnel carriers) in Nigeria , plus many patrol van and crime-fighting equipment, all in the quest to make his State safer. Let us remember that it is the duty of the FG to provide these yet Amosun did not wait for them in the effort to make Ogun safe for habitation, work, trade and business. You can see pictures of the APCs Amosun purchased below. How many Nigerian Governors have done this? Do we not know they would rather buy private jets? Amosun,on the other hand, never stops buying crime-fighting equipment for the NPF. The 50 Patrol vans donated in the article below were only a short while ago !!!!!

How can anyone then be tasking Amosun on security when the man has gone far and above the financial obligation and executive responsibility of his office? Short of letting Ogun State have State police, there is virtually nothing Amosun can do he has not done and even beyond. That is why, when I would normally ignore such, I was irritated by the dishonest and bitter rant of that character. Amosun has even been honoured as best security conscious State governor in West Africa (see below) for his proactive effort to make Ogun safer. Is it such a person, who has gone far above his duties, any sane person will indict of not providing security? What does that tell you about all the other issues raised by that character?

Ogun Government Donates 50 Patrol Vans To Police
December 23, 2013 in Ogun News Leave a comment

Ogun-gives-50-patrol-vehicles-to-policeGovernor Ibikunle Amosun of Ogun state, western Nigeria boosted the protection of the citizens by donating
50 patrol vehicles to the Police and other security agencies.
Fourty-five of the patrol Hilux vehicles were bankrolled with the proceeds from the State Security Trust Fund, while the state government paid for additional five vehicles.
To Governor Amosun, the provision of vehicles to the police should serve as a signal for the hoodlums and criminals that they should not undermine the festive period in the state.
At the brief handover ceremony at the arcade ground, Okemosan, Abeokuta, Amosun said his administration had spent about N10b in providing security for the people of the state.
He said that his administration would continue to provide enabling environment for the residents and investors alike as part of rebuilding mission of his government.
“Because security to one is security to all, we are determined to ensure that our people are safe and our investors too are safe. In the last two years, at least by the end of the outgoing year, we as a
government have spent about N10b to provide security for the state, and we are pleased by the effort, as it is yielding results. The Security Watch again for the second time has recognized us as the best
in terms of security”, Amosun stated.
The governor commended the Security Trust Fund for the gesture.

Truly impressive. But I believe more can be done.
It is very important that states diligently look inward and exploit all means available to increase their IGRs, because of the current decrease in oil price. Many states' monthly allocation have been drastically reduced that if it continues like it's going, many states won't be able to survive. Since the FG that has been doling out money everymonth itself is going broke.

I'm sure Ogun's IGR is mainly from tax, thanks to the high numbers of private higher institutions(highest in the country), massive cement and steel rolling factories scattered allover the state. But this is not enough. The government should look into service rendering (transport services like lightrail...) and production.

Bro, performing administrators like Amosun will often have innovatively identified and proactively planned for what we want to see even if we are not aware of this. Yet we all know there is not enough funds to do everything at once. Would it surprise you to know that Ogun has already signed an MOU for a light rail network? Aside Lagos,Abuja, Rivers and one or two others, how many States, to include those receiving more FG allocation than Ogun, have plans for a modern light rail network in Nigeria? Amosun is simply one of the best Governors in Nigeria let us be honest. We all know more can be done but this is not for a lack of effort at all.

Towards A Mega City: Amosun Signs MOU On Light Rail Project

Ogun State Government has signed a memorandum of understanding (MOU) on light rail mass transit with the China Civil Engineering Construction Company that will link major cities in the state as well as boost its economy.

While signing the MOU in his Oke-Mosan Office in Abeokuta, Governor Ibikunle Amosun noted that there can be no development without putting the necessary infrastructures in place. He said “ We have been doing our best on roads but it is high time we paid attention to rail as well. We are starting the mass transit within Abeokuta metropolis. This will be extended to all our major towns including the Ado-Odo/Ota axis which will encompass all the border area with Lagos”.

“Our first focus is intra city rail mass transit, thereafter we will embark on linking the cities together. Within the next couple of years, you will begin to see the results of what we are trying to do to improve transportation of goods and services”,he said.

Governor Amosun said it was imperative to boost transportation in the state since the state population is projected to rise significantly over the next couple of years.

In his remarks the Managing Director of China Civil Engineering Construction Company, Mr. Cao Bao Gang applauded the Senator Ibikunle Amosun-led administration for its developmental vision for the state, pointing out that, ’’ the project on completion will enhance the transportation system and contribute to the economic development of the Gateway State.’’

He assured that the highest quality will be deployed in the implementation of the project adding that ‘’it will provide jobs for residents and help the unskilled ones to gain adequate knowledge through training and involvement in the whole process.

The signing of the MOU was witnessed by top government functionaries including the Secretary to the State Government, Barrister Taiwo Adeoluwa, Attorney-General and Commissioner for Justice, Mrs. Abimbola Akeredolu, Commissioner for Commerce and Industry, Otunba Bimbo Ashiru, Commissioner for Information and Strategy, Alhaji Yusuph Olaniyonu as well as the Chinese Consul-General, Liu Xian Fa, among others.

My brother,
you are talking of urban renewal?
how long does it take a serious government to build house?
how long does it take to build gutter?

Amosun has been in power for four good years and he has not bought a light buld for Ogun people!
Ogun state has nothing to show for it!
You can take that statement to the bank.
The man and his thugs are bleeding Ogun dry.
And what do i have here?
Some paid lastman thugs and hangers-on coming to sing the praises of a failed government!
some of them are even being sponsored abroad in pounds by money forcelly collected from market women in the villages of Ogun.
You people are very wicked!
Fear god.
You should all be calling the spendthrift governor to order.

Really?!
Urban renewal is about building gutters?!

Sorry, I don't think I have much to say again.
Remain blessed.

I've seen those school buildings, at least two of them, close to completion. But I don't buy the idea of locating them far from town. It'll only be reasonable if it's not going to be day school(where students 'll have an hostel) or buses 'ld be provided to transport students to and fro daily.

let me dignify you with a reply.
Has Amosun given the good people of Ogun state drinking water?
Has he given them good roads?
Can they sleep at night with their two naked eyes?
Are they scared of falling into the hands of gbomo gbomo people?

Why are you defending bad thing?
even if you are gaining from them,
this is internet, you can tell the truth for once in your life.
what an educated illiterate you are!
