How many crates of 7.62 does each section carry. Transport, food, water, flak jackets. These are the things a typical soldier is concerned about. A typical soldier will not know the intricacies of command and control and he is not interested.

I feel the problems depicted occur in the offices not on the field. The ultimate impact may be felt there but I can wager that there are power struggles going on within mid to upper level command and control, that is responsible for this.
