I have blend on my laptop and I connect via mobile network. I have not noticed a lag in connection

I installed blend on my galaxy tab before I got on 10.3 but the screen of the tab got damaged and I have not used blend on it yet so I can't comment on how it will play out.

My guess will be that you use Wifi connection for tabs otherwise you'll be doing cellular to cellular if your tab is the type that uses a simcard
