My concern is that after 3years he still didn't request for another certificate to replace the burnt ones. Just with a call from a VP to an institution's VC, replacement would have been done within 90days.

Some people have pass the level of show me your certificate.

Just how much is the establishment ready to offer. After undergoing through more strenuous interviews with different first class multinational companies and working in certain capacity and pressure. I believe not all companies are willing to go through those exercises to avoid embarrassing themselves.

Whenever you are asked to present your certificate, a second option usually a reference from the school registry confirming your attendance and degree. Sambo has satisfied the second option.
