As long as recurrent expenditure budget including quasi-fiscal activities and contingent liabilities are well kept and maintained below 25%, they would be fine...................More though

Having that Prof as a VP should be an advantage to Buhari administration if elected or probably ask for my assistance if I would be available though; at your service as a minister of finance( I ll do it for charity and nairaland sake)

It is achievable and could equally be productive in terms of generating employments(Welfare offices in 36 states-Graduates,diploma holders and casual workers). Imagine how many Nigerian graduates that would be taken off LABOUR MARKET.

Welfare package has always been part of government responsibility............. UK, US and other developed countries have welfare systems that are being well managed.

Have you forgotten how many welfare eConomies have collapsed and are on the verge of collapsing in europe and south america? OR do I seriously need to reel out names for you

Having read that book, I am just being realistic here bro, forget what that man put together in that book when it comes to a larger society.

The last global financial crisis underscores the inequality, weakness and unforeseeable future of the capitalist economic system. The UK and US eventually bailed out their banks and financial institutions that have failed out of capitalism's dreams and nobody was able to bail out the thousands of ordinary people who are about to lost their homes and all that.......

Capitalism has its disadvantages as much as socialism has its own. We need to stop doing follow follow and look inward to see what would be good for our people..............

even the so called capitalist economy made provisions for welfare package for the down trodden
which is a veritable too to arrest insecurity.
you cant guarantee a secured society by simply putting police officers in every corner of the streets, it can't achieve the desired result whe you have a lot of hungry people around, the police will get overwhelmed.

mind you no country in the world can guarantee a zero percent unemployment rate thus you have to make provisions for the unemployed to make the society safe

That's one of the problem with our politicians. They don't calculate b4 coming up with policies. How will u fund this policy. Are u looking at any leakage in government policy that u want to block and divert to this policy? Exactly, the only way it will work, is if ALLworking Nigerians and businesses pay tax. Thats how it works in other countries that have welfare systems. Buhari is not going to tell Nigerians that they will start paying tax. They wont vote for him.

He also will not go into details of how the gov will define "poorest families" and how the money will get to them. Will it be poorest in each state? and how will we get to know who those families are? Read about how other countries get to pay welfare to people. It is actually a system, with offices, employees, websites, job and training assistance.

They can verify when someone qualifies for it (through gov id number) and when they stop being eligable to recieve payments.

Do we even have any of this in place? How will this work in practice or is he just building a government funded aljimiri system?

Will he just trurn around and say the poorest region is in the north, therefore the 25 million poorest families must be there?

We do need a welfare system, but we dont have the system or the money to support one. Funds and effort should go into building one. I think people do need money, but most people are potential taxpayers and need a hand to do that.

Put that money into creating jobs, training and setting up viable businesses for the poor and disenfranchised. That would be money better spent.

It is hard to recruit guys for Boko Haram insurgency with a scheme like this in place. Boko Haram reportedly pays higher but the risk is much much more. When a youth knows that his country cares he is less angry and radicalized-able. When people are moved from hopelessness they start to compete with their peers. The man who is sure of N5000 will start planning on how to improve himself to start making N50k and so on. Hopelessness is a birch.

Can you mention any first world country with a welfare package that does not also pay for it out of taxes that their citizens pay?

In those countries, it is the norm that if you do not show that you are actively seeking employment, you lose that benefit.

This is N1.5 trillion per year. This is chicken change. The GDP has been rebased to about $650billion even with the devaluation, the black economy in Nigeria is about $350billion. So Nigeria is actually a N180 trillion economy, if you just do a little more in agriculture and collect correct taxes you will achieve this. Even the current government has been thinking of the same thing and that is coming from Iweala herself. The problem is that as usual she has been afraid of what international creditors will say. You can also move a lot of the 'black economy' which is the informal sector more easily into the formal sector by doing this kind of thing. If you don't have a job, get registered and learn a trade then the government pays you and can plan for you. If you get married, you lose the benefits so we don't breed almajiris. If you get a job you automatically lose the the stipend. This will make employers more accountable. All this is commonplace in advanced economies and does not even generate arguments.

The government's N10 trillion a year budget does not even come close to what the whole country is spending or making. Diaspora funds coming from Nigerians broad alone is about $12billion which is about N2 trillion. Imagine that subsidy payments alone to fuel importers rose to N2 trillion recently and most of that was bad accounting.
do u know how census figures are determined in this country,? Do u know quotas systems is imbibed in our constitution? Do u know govt is finding it difficult to fund its recurrent expenditure?. Do u knw tht in 1970 the govt could comftbly pay for fuel subsidy and subsidy in every major sector.... In 2014 the population has almost increased 8 folds and the oil wells r depleting rapifly... Errm US ur biggest buyer has shawned oil imports..

Our dwindling national wealth and growing population can't sustain socialist welfarism

Do the maths yourself

Now Nigeria earns at most #5tr every year

Divide 5 000 000 000 000naira ÷ 170 000 000 people =# 29,411 approximately #30k

Each person #30 000 per year or #2500 per month

Can you survive on that amount.

do you know that nigeria loses about 700,000
barrels of crude oil daily to oil theft according to
the finance minister
now multiply 700,000 by the current price of
crude and then convert it to naira
only if you guys understand the humongous
amount of money being frittered away in this
country daily, then you will know it is possible
and sustainable
mind you, social welfare is necessary for you to
have a secured society. cos not every body will
get employed, not even in the US or other
advanced countries

I think the N5000 is going to be for people learning a skill. I don't imagine the govt will subsidize laziness. Also no matter what you think, there is no Nigerian tribe that is not enterprising. The same aggressiveness that the Hausa man shoves his Kunu and Suya into your face is the same way an Ibo Man gets you to buy his goods. Nigerians don't wait for directions and are very competitive. So there s no chance the N5000 will breed a generation of laggards.

Also Nigeria's is not a mono product economy. Oil exports being 70% of all our exports does not make us mono product. We are the largest cement, cassava, Palm oil and ground nut producer in Africa. By 2016 we will be largest rice producer. Whether we export these commodities in large enough quantities to displace oil is besides the point. Oil has also been artificially priced due to politics and OPEC and we have earned a lot of forex from it but that does not make alone does not make us a mono cultural economy like most think.

welfare program is not for everybody. It is targeted at the unemployed, disables and aged. Ño government want a situation of never decreasing unemployment rate. While the government will continually pursue programs to get people employed, it will also provide packages for the currently unemployed to make them av the basics of life. As time goes on, the employment situation improves and the welfare beneficiaries are reduced. Mind you with a good economic environment, lots of businesses will spring up. This will improve the situation and reduce the burden on welfare. Bros, we have lots of money wasted through oil theft, non remittance of oil revenue, embezzlement and corruption, over bloated government spendings among other channels. Nigeria isn't poor like iwaele is making you believe.
