Submission of transcript to the PG office and the department of interest is a general pre-requisite in the admission process irrespective of where you graduated from.

Also, since it's not specified on the portal dt graduates of OAU r excepted as per transcript submission, I will advice you to submit ur transcript as required (better to be on a safer side)

Must d transcript label downloaded b sealed along with d sch transcript, or can b attached in an envelope with d transcript

Tell the person to keep trying. Probably netque server was unavailable then, it happens sometimes. It will eventually go.
