Roberts sent them and from the story, u can see that he and tiara isn't that close to have a picture of her so I'm sure they just hired them to do a blind work and come back
n probably in his rage he forgot to give the gunmen description of tiara

I thought the gunmen will kill Fiona o.. if they had met Fiona and Joshua at the gate, they'll have killed Fiona since Liza said that she went out with ha boyfriend
