Ex-Foreign Affairs Minister, Tom Ikimi has alleged that the presidential candidate of the All Progressives Congress (APC), Muhammdu Buhari, staged the 1983 coup that ousted the Shehu Shagari-led government because he was indicted by the Justice Ayo Irikefe panel that probed the missing 2.8 billion dollars oil money.

Ikimi, who stated this at the weekend during a rally organised by the Peoles Democratic Party (PDP) in his hometown, Igueben, Edo State, also accused Bola Tinubu of trying to impose a Muslim-Muslim government on Nigeria with himself as Vice-President, saying the nomination of Yemi Osinbajo was just a fluke, as the intention was still on course.

He said: “When you talk of corruption, you can only know someone who is corrupt by what appointment you give him.

[size=15pt]“He was Minister of Petroleum and before 1993, they smuggled 2.8 billion dollars, which was in our MidWest Bank in England and put it in a notorious bank known as BCTI.[/size]

“By the time it was discovered, that money has yielded an interest of over 400 million dollars. Up till now, nobody knows where that interest money is.

“They instituted a panel headed by High Court Judge, Ayo Irikefe. The Irikefe panel came out with a White Paper that indicted this man; he quickly made a coup to bring down the government. That was the reason for the 1983 coup that brought down Shagari government

“Some even say they want to see the paper for the 20 million dollar. I want to see the paper for the 2.8 billion dollars for the 1983. Therefore, what is good for the goose is good for the gander

“They say Buhari is there because they claim he is Mr. Integrity. Is there any integrity without having any certificate, is there any integrity in not going to school, is there any integrity in lying about your qualification?

Is is amazing the way PDP/TAN tries to rewrite history. Nothing concerns the alleged missing $2.8billion with Buhari. The money was said to have been missing in 1978 when Obasanjo was head of state and Buhari was petroleum minister. Obasanjo set up a commitee to look into the allegations and it reported that no money was missing. Remember Fela's song on the episode, Fela laid the blame squarely on Obasanjo and did not even mention Buhari's name. How do you then link money that was alleged to have gone missing in 1978 to a coup that took place in 1983/84?

Despite its relative autonomy in those early years, NNPC was hopelessly inept. In the wake of allegations of massive fraud, including an improper withdrawal of more than $4b from the corporation’s accounts in the late 1970s, the newly elected President Shehu Shagari (1979-83) in March 1980 instituted a tribunal to probe allegations.

NNPC’s oversight and regulatory role over the industry was virtually non-existent, due to a combination of low capacity, sheer inaction, and simply a proclivity of the corporation to break the law.

Agreements with IOCs lay around for years without ratification, and the IOCs often acted as if the corporation never existed. [size=28pt]NNPC’s accounting system was an unmitigated shambles; the corporation had never prepared and submitted audited accounts. [/size]

The industry under NNPC up to 1980 was so dismal that the tribunal— even with its full judicial powers to subpoena witnesses and information —could not reconcile crude oil production and sales figures from the various arms of government. The panel recommended the pruning of the power of NNPC and the streamlining of its operation for increased efficiency.

[size=18pt]The limitation of the panel is underlined by the tribunal’s failure to summon Generals Obasanjo and Muhammadu Buhari, who as national ruler, and oil minister NNPC chairman respectively “supervised the NNPC and controlled oil sales during the period in question.[/size]

The State of Jersey, the biggest territory in the Channels Island, is set to return £315 million Abacha loot to Nigeria.

Mr Micheal Birt, the Ballif of Jersey stated this at a dinner in honour of Dr Dalhatu Tafida, Nigerian High Commissioner to the UK during a state visit to the Island.

Birt, who doubles as the Island’s Civic Head of State and ceremonial head, is the highest ranking official in the Jersey order of precedence.

Island, famous for its transparent banking services, had previously repatriated in two tranches £140 million of the loot.
