KADUNA REFINERY The lubricating oil complex of Kaduna Refinery is the first of its kind in West Africa and one of the largest in Africa. The consulting firm, KING WILKINSON of Hague, Holland, in conjunction with NNPC engineers, developed the plan for the refinery. Where did the 4 refineries come from? The Kaduna refinery was awarded in 1976 by Murtala, and completed in 1979 during Obasanjo's tenure (Buhari left in 1978), so why ascribe it to Buhari? Citing minor upgrades carried out in the pre-existing plants (as you just did above) only further exposed your deceitful nature. The only refinery that was signed when Buhari was minister was on Kaduna refinery. Warri refinery was signed in 1975 with Snamprogetti Spa of Milan , Italy and finished in 1978. Stop misleading the public. At topic, One can excuse Buhari on that because it was a time of difficult need for "essential" commodities and since the imperial powers have refused to grant us loan, Buhari had to go into barter trade.
