Cant imagine in Nigeria, one can reject relief materials sent by a pressident because it was branded with the name of the president or u dont you feel like a non governmental organization can do that too, therefore without specifying where it is coming from, anybody or... can lay claim of the materials still i knowing that it can be branded 'govt relief material', but you should not forget that this is campaign period wher candidates are seeking for vote.

This is still the right time also to send relief materials to victims knowing that the war is still on going.
