You should try to understand the context before rushing to conclusion. He said he will not steal public funds. Either 'before' or as a 'thank you'. He isn't talking about election here okay?...he is talking about issuing of contract....he will not steal funds either by inflating the figures before executing the task, or by collecting 'thank you' gifts from people that were awarded the jobs
