You really have to stop all this your talk about 21st Century if you cannot apply that advancement to think things through.

A PVC is not just a data in a centralized database as elections are Location based. No one or country does what you are advocating as it will make nonsense of the voting system.

Number of registered voters in a particular location is used to determine the winner of that election. For example, if 3 Million Register in PH, 500 cannot decide to go and vote in Owerri as it would distort the data and affect the decision on who won and who lost.
Remember that outside of getting the highest number of votes cast nationwide, a President must also get 25% of votes cast in 2/3 of the states. This implies that the location of the votes matter.

This is why even though the database is centralized, the data is localised.

thank you for not resorting to name calling.....
if you design a system efficiently, which is what i believed all that money that the government gave to Inec was for, once your card is migrated to another region, you are now part of that region. we should not make simple things look very hard because we are used to mediocrity. I understand completely what you are saying, but with the amount of money that was allocated to this election, would it be too much for nigerian to ask for something scalable and secured.
thats all i am saying

Prof Jega said categorically, that INEC is ready to conduct the election this month. That distribution of pvc is close to 70% of the total number of electorate. The ruling party had denied any plans to postpone the election. They re not telling us the truth!

Very fraudulent my bro! Did BH start last week?? Did GEJ not know that BH will pose a threat to 2015 election all this while?? Why has BH suddenly bcome a reason to postpone the elections?? Will BH be magically crushed within 8 weeks if the election is postponed??
I have been saying it that we have a fraud in power. This government is a very notorious one. They are supposed to be the leaders of Prison inmates and not Nigeria. How did this hat wearing man become our President sef?

Jega thinks this election is child's play. I doubt if this man is mentally sound, he doesn't understand that this year's elections are pivotal to our democratic and social progress.

His PVC distribution and collection plan is useless and stupid. I went to INEC office in Area 10 to collect my PVC this morning only to be told I can't collect it because I registered in Enugu. I can't imagine how many nigerians are like me, who registered in a different state in 2010/2011 and left their area of registration permanently thereafter but can't vote in the upcoming elections because Jega can't use his brains properly even though he is a professor.

Jega must go after 2015.

addendum

INEC has the sole responsibility of sensitizing and informing eligible voters of the status of the TVC's and PVS. Technology has made it extremely easy to achieve this.

So if I registered as a voter in lets say, in an insurgency infested area like Baga in 2010/2011 and left, you expect me to go back to Baga and collect my PVC?

Why can't INEC have a centralised and publicly accessible database where users can check the status of their cards. INEC is not the NPC or NIMC, their activities are continuous and important.

Please how do I go about getting a PVC as I had a TVC back then in 2007 though I didnt vote...dat TVC is lost though....

Even if this election is shifted to April I bet all factors will still not be in place. Since the time we have been having elections in this country, the Electoral Commission has never been 100 percent ready.

When they knew elections have always been held in April why did they accept February and when its a few days to the elections now calling for a shift.

The environment is already tensed up as it is, we need to tread carefully. This election must go on.

There is a process available for you to transfer, so that you can now collect and vote in your new area.

INEC ad-hoc staff are still yet to be trained. JEGA should think of how prepared they are.

Friend, it's amazing. Indigenes of Anuocha North in Imo state were seen protesting on ChannelsTV today because of lack of PVC yet, that irresponsible Okorocha was blabbing and making case for INEC to go ahead with the elections. Many public office holders in Nigeria are unfit for their positions.

Sir/Ma, it's such a simple matter here. No amount of technology embracing will bring your PVC from Enugu to Abuja if you do not follow the right process. You registered in Enugu and your card is sent to Enugu. If you want your card in Abuja, the reasonable thing you are suppose to do is ask for the transfer of the card from point of registration( Enugu) to your present location. INEC is not a magician that will know you relocated to Abuja except if you have a "GPS microchip" embedded in you that sends your movement data to INEC.

About the example of withdrawing money from bank account, biko, it is not a related example to the scenario here. Please try and collect your ATM card from a bank different from the one where your account is domiciled and see what they will give you. They will give you a form to fill. Do you know what they call the form? "CARD TRANSFER FORM". You have to authorize the bank to request your card from where you opened your account to the location of your choice. That is exactly how INEC operates. And lest I forget, banks also embrace technology.

Peace out.
Hey Snowland I agree with you.
My arguement is this, why did Inec not design a scalable system that can print out these cards anywhere in the country once you are already registered. i believe enough money was allocated for that. what of after you have your card transfered, you relocate again, does that mean you will be defranchised. well i wish Y'all good luck

I really am afraid for my country with people like Okupe speaking for the president.
1. When Jega kept complaining that no money was given to them to run INEC since about a year now, what did the president do to address that.
2. Its the same Jega that conducted the 2011 elections that gave GEJ victory and was well commended by same Okupe and presidency as the freest and fairest election ever . What changed now? Could it be that the presidency knows that if the election happens, the incumbent would lose that's why INEC was sabotaged?
3. Why is Okupe insisting that INEC is not prepared. Is he also the spokes person for Jega. Its a shame on the presidency if Jega in not ready for election because it will be said that GEJ was not ready to conduct elections and not Jega. Would Jega use his money to prepare?
4. Let Okupe sign an affidavit that the budget given to the presidency by INEC for elections was all met and on time too?
5. If this election does not hold as fixed, it would be recorded as another failure by GEJ administration.

The more they shift it,the more time it gives them to compromise the system till they get an outcome favorable to them.Do you know no matter how senseless it would seem, any judge that issues a ruling for eg proscribing APC or banning buhari would have to first have that order carried out until the country burns and its reversed by a non compromised judge?
The naked truth is that all reasons given are a convenient afterthought;the man has no intention of leaving that office thru an electoral process.
The timing of the news conference also achieved another purpose lost on Nigerians:PDP has shifted the discourse from the earthshaking revelations of Fayose's leaked election rigging tape.

Some salient points were made here. Would anyone want to go borno to conduct elections as it stands today? Let's be sincere. If the presidency gives his go ahead that elections should hold in just 32 states, as some people are suggesting to the president, then we're just creating an excuse for this election result to be rejected and annulled. That's when the rumour mills would say the president has always been the sponsor of insurgency.
The man has made good points. Who stands to gain and what does APC stand to lose if the elections are shifted?
I want this election to hold on the 14th, but I can assure you that if it holds, people already have legal reasons to call for it's annulment. If it holds, there's a high possibility that it would be annuled.

I like your maturity but I really want you to think deeper. In as much as what you said is reasonable I still want you to ask yourself some questions.

1- When do you think it'll be safer to conduct elections

2- If the issue of Boko Haram is the perfect excuse to postpone the elections, when do you think the issue of Boko Haram would end?

3- How long has Gej been 'doing' something serious about the Boko Haram. If it takes 10years to end the issue of Boko Haram we should wait

4- Do you sincerely believe the government is doing enough to stop it... Do you think they are serious enough?

Postponing this elections will cause mayhem... Going further with the elections now isn't safe as well but the Government had all the time in their hands at least to do something tangible

Oby, your view is utterly disappointng. Why do Nigerians allow parochial interest to becloud our sense of nationalisim? Only sentimental individuals would think INEC is prepared for this election with its conspicous harphazard and lopsided distribution of PVCs. Nigeria will not collapse if the elections are shifted to pave way for INEC's adequate preparation.

I am certain that majority of the uncollected cards are those who will not make legitimate efforts to vote., of the 20 million yet to be claimed Pvc, i wont be surprised if only less than 2 million have made sensible efforts to collect their cards and failed.

All this bla bla bla about postponing election due to PVC or insurgency is a farce, Bottom line is PDP/GEJ have seen the handwriting clearly they will loose if election holds. They needed more time to restrategise believe me. In the next one week watch as they will arrange for Buhari's disqualification through a judgement. That's the plan, mark this space. The certificate saga to them is the key to expose Buhari to Nigerians through the court.
If election holds on the 14th, there is not enough time to pursue the certificate /perjury case in court, hence the need to use everything even blackmailing INEC to achieve their aim.
What happens if after the postponement people still not come out to collect their cards, are we going to postpone it again? you can never achieve 100% compliance. The number of voters who collected their cards almost 70% now is more than the percentage when Goodluck won last time

The truth , just the truth and nothing but the truth .
Council of State meetings were called to discuss the insecurity in the North, Buhari refused to attend. Infact, records have it that he has not attended since 1987??
Now, Buhari is attending the COUNCIL OF STATE meeting because of his ambition to be President.
What a way to be a STATESMAN!

it happens everywhere in the world. I know in the US, you cant register for the election in California and expect to use your voting card to vote in New York. Your vote only count for the county (LGA) and state you register to vote at. If people are allow to vote outside their register ward or state, it would increase the chance of rigging.

^^^^
I'm not sure.

I just checked the US government website: http://www.eac.gov/assets/1/Documents/Voter'sGuide_508.pdf

It appears that in the US you can, under certain circumstances vote at a location other than that where you registered. The rules differ depending on whether or not the election is a state election or a federal election. Some states permit absentee ballots (i.e. voting at a place other than your polling place/place of registration) in federal elections only under special circumstances. Other states allow you to cast an absentee ballot (for any reason you may have) for federal elections once you are an eligible US citizen.

The website states: 'You are entitled by Federal law to vote by absentee ballot in Federal elections if you meet qualifications outlined in the Voting Rights Act, Uniformed and Overseas Citizens Absentee Voting Act, and Voting Accessibility for the Elderly and Handicapped Act'.

I assume the information on this website is current and accurate. . .

Because you have a unique finger pint and face structure, dont you think it will be possible that you relocate from Enugu to abj and when you want to pick up your PVC, you give your name, and put in your finger print, that way Inec can print out a new one for you and automatically send a message to void your card in Enugu

Is this really that hard to phantom. but like i said earlier, GEJ or GMB win or lose, get hit by a bus or wins the lottery, it has no effect on me.

Thanks. Let me answer your questions.

The truth is, it would never be 100% safe to have elections, and we'd never be 100% ready, but one thing we should also note is that the present situation gives whoever loses, very good reasons to take to court for the annulment of the elections. I don't believe any party would gain or lose if the election is postponed, the one set of people who'd gain are those whose pvc's are unavailable presently.
we're sitting on a timebomb in Nigeria. If election holds next week, the loser has very good reasons to reject the result, which would lead to violence. If it is shifted, it also gives the loser very good reasons to reject it which would also lead to violence. Either ways my bro, we're on a timebomb, but as I said earlier only those who are yet to have their pvc's would benefit from the shifting.

The elections should be shifted for the following reasons...

1. I'm yet to collect my PVC ( how then will I vote my darling GEJ?)

2 Feb14 is valentine's day..(Aunty is coming, Nigerians, allow us 'jigi jigi' in peace, please).

3.Every Nigerian has the Right to vote. Nobody should be disenfranchised for any reason, whatsoever.

4.The tension on ground is too much. Haba!!

5. INEC is not ready at all...as in at all at all..

Neither PDP nor APC has anything to lose, so let's shift the date, I suggest April.

The only people who against the shift in date are the people who have perfected strategies to unleash violence against the electorate in the northern part of the country, especially against the supporters of the incumbent president. Unfortunately for them, GEJ as the Chief Security Officer of the country has the final say as to when elections can take place with the guarantee of security for the entire process. It is not the call of APC who are simply involved in sheer noise making. Free and fair elections is one in which there is no threat of violence or intimidation against any supporter of any of the political parties, apart from the integrity of the process in itself. The elections will be shifted by 8 weeks to ensure that the process is guaranteed to truly be free and fair. GEJ till 2019.
