The Inspector-General of Police, Suleiman Abba, has cautioned personnel of the force against the use of firearms during the forthcoming general elections “except in extreme circumstances”.
In a statement, the Police Public Relations Officer, Emmanuel Ojukwu, on Saturday, said Mr. Abba gave the warning when he addressed senior officers in his office.
Mr. Abba said that the Nigeria Police has “a mandate to save and protect lives, and not to kill, contrary to recent statements in the media”.
Controversial Assistant Inspector General of Police, Joseph Mbu, had said the police in his division will kill 20 persons for the death of a police personnel.
“If one of my men is killed, I shall kill twenty of them but don’t shoot first,” Mr. Mbu said. “If they shoot you, shoot back in self-defence. Anybody who fires you, fire him back in self-defence,” he said.
The remarks have drawn widespread condemnations, with the All Progressives Congress, APC, lambasting Mr. Mbu as a barbaric and lawless officer who must be immediately cautioned.
In his statement, the Police Inspector General, said in spite of provocation, attributes of a police officer as contained in the Police Regulations, requires him to exercise “tact, patience and tolerance and control of temper in trying situations’’.
He also cautioned the personnel against excesses and reminded them of the dire consequences of abuse of human rights as contained in the recently released Human Rights Practice Manual of the force.
Mr. Abba restated his avowed commitment to observance of the rule of law and the respect of the fundamental rights of citizens by all police officers.
“The rule of law is the underpinning tenet of democracy which will guide police officers in the discharge of their roles in the forthcoming national elections,’’ he said.
He restated the preparedness of the force to provide the requisite security before, during and after the elections.

Mbu really has no idea. All these threats to governors and citizens make me laugh. People like him die cheap deaths with no strings attached. Threatening people on their home soil is just really dumb not to talk of how strong they are in their home. I wonder what protocols are taken before giving people the right to hold significant posts in Nigeria today! In a sane society Mbu would be a cab driver. |

¶3. (S) In response to the question as to whom the COAS believes is the Commander-in-Chief of Nigerian Armed Forces at this time, Dambazau, a northerner said, Goodluck Jonathan. In the view of the COAS, Jonathan holds that authority until such time as either the National Assembly implements a constitutional action returning authority to Yar'Adua, or there is some other manifestation that shows the President is capable and has resumed his duties. Dambazau said it was unfortunate that the entire Yar'Adua health situation had not been handled well. There were a few people around the ailing President who were manipulating the situation for both power and money, he noted. The COAS highlighted that the "Katsina group" around Yar'Adua has "caged" the President off and even before his departure to Saudi Arabia more and more Yar'Adua was not being seen as a national figure. It is unfortunate that Jonathan is beginning to do the same thing. The people that Jonathan has around him now are behaving just as badly as the Katsina clique, with Jonathan handing out favors to his ethnic group, which the Army Chief sid was not/not Ijaw. Dambazau said the Acting/Vice President comes from the smallest ethnic minority in Bayelsa State, and that he is beginning to behave like a "sectional," leader and less like a national figure with national responsibilities. The COAS said he has had several meetings with Jonathan and that he is a "simple man who is easily influenced." He gave the example of the recent transfer of naira 19 billion of GON funds to a Niger Delta environmental project that was done at the end of a meeting that Jonathan had with a group from his region. JONATHAN TOLD THE US AMBASSADOR HE DOES NOT ANTICIPATE STANDING FOR 2011 ELECTIONS
¶13. (C) Jonathan said he does not anticipate standing for elections in 2011 and that he is not working towards being a presidential candidacy. He wants to put into place an electoral structure that will be ready for national elections. He did, however, note that, "if they want me to run, that will be something to consider at that time." (C) On the possibility that Yar'Adua might be unable to complete his term due to ill health, Buhari revealed that he had been telling other northern leaders that "no extra-constitutional measures should be taken and that the rule of law should be followed" (i.e., that VP Goodluck Jonathan should take over as President). He said any other course would violate the constitution, which "would go against everything" he is standing for with his current appeal before the Supreme Court. Buhari then concluded that making progress on the issues of poverty, health, and development should trump the informal North-South rotation of the presidency. Yesterday, we characterized the governor as weak and out of the loop, but today he tells us he is the only one with whom the kidnappers will negotiate. And at least one element of the presidential committee also appears to have ruled out FNDIC involvement without providing any justification for doing so. The governor's assessment that divisions within the kidnappers will lead to the hostages imminent release sounds positive, but so have many other statements over the past ten days. Regarding Jonathan,s political motives, he wants the PDP 2007 gubernatorial nomination but is facing stiff competition from Timi Alaibe, the NDDC Executive Director for Finance. Taking over the government office less than a year ago, Jonathan needs to distinguish himself, establish a political base and then distance himself from Alaibe. Jonathan Begs PDP govs to save him from impeding lose at the poll. Distribute N20 billion to govs. Governors from the PDP states and other key leaders of the party met with President Goodluck Jonathan yesterday night at the Villa. The meeting which extended to the wee hours of this morning, took place at the First Lady Conference Hall in the Villa. All the PDP govs were in attendance exept the Gov of Bauch, Isa Yuguda and his counterpart from Jigawa state, Sule Lamido. They were not also represented at the meeting. The National Executive members of the party were led by its Chairman, Alh. Muazu who also moderated the meeting. Other noticeable key members at the meeting include Chief. Chief Tony Anenih and Chief Edwin Clark who arrived together in an FG marked SUV car around 11 pm. There was only one agenda at the meeting; to use the opportunity created by the new poll date to canvas more supports for the failed administration of Mr. Jonathan. A reliable source at the meeting told me that some of the issues reviewed included the inglorious exist of key figures like Gov Amechi and the Kano state governor from the party. Drama ensued when Muazu tactically blamed the wife of Mr. President for beginning the problem which led to Amechi's gradual exit from the party. It took the intervention of Edwin Clark to save the situation. The chairman also ask Mr. Fani-Kayode and Oliseh Metu to tread softly in their propaganda which seems like giving General Buhari more popularity by the days. He asked the party to be more issued based in its campaign rather than attacking Buhari if the party must get good supports from the North. When the President finally stood up to talk, he thanked all the members present particularly the Governors and the NEC of the party. He assured them of his total support and enjoyed everybody to work together for the party to win the Presidency. Quoting him, "The win at the poll is for all of us. We must work hard to save the party and all our contestants. It is true, the report out there is call for greater concern and this is why we must use the new window in the poll shift to talk to Nigerians, woo them and even beg them where necessary." His speech was brief and straight to the agenda of the meeting. Chief Anenih also begged the members present to redouble their efforts in their different states so as to win the coming election, he said, "it is either will win or perish together." Edwin Clark was more vociferous in his remark, the dark boggy man asked rhetorically why Mr. Jonathan seems not acceptable despite all his laudable achievement. It was silence, until the Gov Of Ekiti state interjected, Na conspiracy against us. Laughter pervaded a corner of the hall where some governors of the Northern state were. Edwin Clark continued, "please my people I beg you this election is a must win for our president and all of us." At about 3pm Doyin Okupe in company of Akin Osuntokun came in with a long list and immediately moved towards the president for a small conversations. He dropped the list in front of Mr. President and located an empty sit at one corner of the hall. The president pushed the list towards the direction of Gov Akpabio of Akwa Ibom State and left the meeting with the Vice president around 4.05 am. At this point, Akpabio took over the meeting and he announced that Mr. President has approved the distribution of N20 billion among some state governors. He also announced that the following states (Kano, Lagos, Rivers and Kaduna) would take N2billion each to woo voters in this states. Another 2billion was also set aside to buy some political and public analysts to talk more about Mr. President and his achievement over the last 6 years. The National Executive members of the party were led by its Chairman, Alh. Muazu who also moderated the meeting. Other noticeable key members at the meeting include Chief. Chief Tony Anenih and Chief Edwin Clark who arrived together in an FG marked SUV car around 11 pm. There was only one agenda at the meeting; to use the opportunity created by the new poll date to canvas more supports for the failed administration of Mr. Jonathan. A reliable source at the meeting told me that some of the issues reviewed included the inglorious exist of key figures like Gov Amechi and the Kano state governor from the party. Drama ensued when Muazu tactically blamed the wife of Mr. President for beginning the problem which led to Amechi's gradual exit from the party. It took the intervention of Edwin Clark to save the situation. The chairman also ask Mr. Fani-Kayode and Oliseh Metu to tread softly in their propaganda which seems like giving General Buhari more popularity by the days. He asked the party to be more issued based in its campaign rather than attacking Buhari if the party must get good supports from the North. When the President finally stood up to talk, he thanked all the members present particularly the Governors and the NEC of the party. He assured them of his total support and enjoyed everybody to work together for the party to win the Presidency. Quoting him, "The win at the poll is for all of us. We must work hard to save the party and all our contestants. It is true, the report out there is call for greater concern and this is why we must use the new window in the poll shift to talk to Nigerians, woo them and even beg them where necessary." His speech was brief and straight to the agenda of the meeting. Chief Anenih also begged the members present to redouble their efforts in their different states so as to win the coming election, he said, "it is either will win or perish together." Edwin Clark was more vociferous in his remark, the dark boggy man asked rhetorically why Mr. Jonathan seems not acceptable despite all his laudable achievement. It was silence, until the Gov Of Ekiti state interjected, Na conspiracy against us. Laughter pervaded a corner of the hall where some governors of the Northern state were. Edwin Clark continued, "please my people I beg you this election is a must win for our president and all of us." At about 3pm Doyin Okupe in company of Akin Osuntokun came in with a long list and immediately moved towards the president for a small conversations. He dropped the list in front of Mr. President and located an empty sit at one corner of the hall. The president pushed the list towards the direction of Gov Akpabio of Akwa Ibom State and left the meeting with the Vice president around 4.05 am. At this point, Akpabio took over the meeting and he announced that Mr. President has approved the distribution of N20 billion among some state governors. He also announced that the following states (Kano, Lagos, Rivers and Kaduna) would take N2billion each to woo voters in this states. Another 2billion was also set aside to buy some political and public analysts to talk more about Mr. President and his achievement over the last 6 years. Some TV stations such as AIT and Channels would do the Job. The meeting agreed to reduced negative adverts on Buhari, but Gov. Ayo Fayose of Ekiti and his counterpart from Ondo saw it differently. ozoigbondu: Mr IGP you are wrong mbu is perfectly right though the police should have a mandate to save and protect lives they should look after one another the fact that their duty is not to kill does not mean they should roll over and let themselves be used as a shooting target.they have the right to defend themselves aganist any aggression and take down as many as their co aggressor as possible in this case 20 after all thats why they are armed
