blah!!! blah!! blah!!! Do they jail corrupt people in the U.S or not? Evade tax in Britain or U.S and see if you will not end up in jail. The problem with this administration is not detecting corruption. The problem is that it has refused to PUNISH CORRUPTION!!! especially high ranking ones.

It is a shame that i have to explain this writeup for people i assume are above 16years.

1, corruption did not start today in Nigeria.

2, Nigerians are more interested in catching the corrupt individuals than they are in blocking the loopholes.

3, youths should ask questions regarding the finance of the country if they feel something is wrong.

4, other countries dont need much of efcc and icpc to fight corruption because they have systems that block the loopholes. E.g the united states have database of people residing in the country. Finger prints are captured as part of identity. Every payment recieved by ministries r stored and a report can easily be generated to show total income generated in a year. Unlike Nigeria where we use reciepts which can be burnt or misplaced.

5, she has emphasised that we need more technology to tackle corruption. She showed how ghost workers were detected and saving Nigeria 207billion.

I expected that Nigerian youths after reading this would be challenged to provide technology related solutions. But no, they just criticise.

The summary of what she is saying is that our police force, EFCC and the likes of ICPC are not functioning. The legal system as well is not functioning. These are the institutions that penalises and deters people in equal measure from committing the crimes in the first place. Nigeria's legal system is considered the weakest institution within our democracy. The underpinning of the 'rule of law' is very corrupt. The police force that enforces the law are very, very corrupt indeed. Hope this makes your day. It is not all about Jonathan. The olodo that snatched my tablet last week cannot be blamed on JONATHAN, NOI, or PDP either. I have read most of the comments and i am supprise at what most people is saying. We all agree that there is corruption everywhere but nigeria is unique and our problem are unique. if you have handle a position before no matter how small you will understand what she is talking about.

My father once told me that most of the people in govt today are his school mate and most of them always say the govt (during my faters days) are corrupt but today most of them are now in govt and they are also corrupt

The question is that if you are to be in her shoe what will you do?

Abuja – The Minister of Finance, Dr Ngozi Okonjo-Iweala, said on Tuesday that corruption persisted in the country because Nigeria lacked the institutions, systems and processes to prevent it.

Okonjo-Iweala made this known when she spoke on the Topic: `Preventing Leakages in the Nigerian Economy` at the Catholic Caritas Foundation Forum in Abuja.

According to her, the absence of the relevant systems and institutions that will help check corruption has created opportunities for people to engage in the act.

“This thing has been with us and we must crack it. This is not something that started in this country today; but it is something that we must crack.

“Fundamentally, we have to ask ourselves, why has this continued to be a problem; I am convinced that it is because we constantly look at the symptoms and not the cause of the disease.

“The cause of the disease is we don’t have in place the institutions, the systems and the processes to block and prevent it in the first place.
“That’s the only difference between us and the people abroad.`

The minister assured that people would be compelled to do the right thing always if the appropriate systems were in place to block and prevent corruption.

She urged youths in the country to ask the relevant questions that would help tackle corruption in the country.
She said: “This is so important now because of technology and I am a total fan of the use of technology and electronic platforms to block the leakages in this country.

“We must use them the way they are being used in other countries.“
Okonjo-Iweala said that the introduction of the Government Integrated Financial Management System (GIFMS) had helped to reduce physical movement of cash to make payments and curb corruption.

She said that the Integrated Personnel Payment System had also helped government to remove ghost workers from the system and save money in the process.

She said, “We have been able to weed out about 62,893 ghost workers till date saving N208.7 billion and we have not finished in the system. That is addressing the root cause.“

The minister said that the names of the persons found to be involved in the act had been sent to the ICPC for further action.
OKonjo-Iweala said that through the electronic wallet system introduced by the Ministry of Agriculture, government had been able to reduce corruption in fertilizer distribution in the country.

According to her, 10.5 million farmers have been registered under the system with more than 6 million being able to access the product personally.

This, she said, had contributed to increased food production.
The minister said that with the creation of the Pension Transmission Administration Department as demanded by law, issues with old pension were being handled systematically
She said that 14 people were presently under trial for various pension scams in the country.

Commenting on the outcome of the forensic Audit on the alleged 20 billion dollars missing oil money, she said the ministry had written to the NNPC asking it to remit the amount as directed by the auditors. (NAN)

What nonsense is this woman talking when she deliberately not allowed the Govt to maintain proper financial controls. Now you say we lack capacity to prevent corruption. What sorts of capacity is talking about.. From the collection of revenue to disbursement of fund,there are no adequate controls..why won't there be fraud..these are deliberate loopholes created by the Government to give room for high tech frauds. A woman who had worked severally in world bank is now claiming ignorance in our nation. What a shame! All we need is adequate internal controls and the whole mess will stop.

If the problem Nigeria is facing is just evading tax, then we dont have a problem.

In those countries, before u even start working and earning you need social security or some form of id in the system. Govt can track how many employess it has and the salaries paid. In Nigeria govt does not even know how many employees it has and they are still paying salaries .

Even if you are a police officer who books people for over speeding or u sell ticket at the train station. Every ticket given and fine collected is stored in the system.

Here a police officer stops u and tells u ur fine is 10 but bring 2k. Someone who is suppose to be collecting a levy for govt, prints his own fake reciept and is collecting the money.

Is it better to chase after each individual engaged in this corruption or ensure that there is a computerized system that documents all revenues collected.

why do u think offices in govt often get burnt when a director is about leaving office? This is just to burn the paper so he or she does not have to account. But if the info was in a database somewhere, a report on their activities will just be generated. Dont be shallow in ur thinking because of politics.

Some people are attacking me because they have never and will never withness a good government in their life. Its either this woman don't know her job as a finance minister or she is just refusing to do her job.
If she was heading a private company would she be saying gibberish like this. What else do you need when you have police, sub police EFCC and not to talk off other agencies. She knows she can't say this in a sane society.

She might be a genius in academics, but she needs to be a patriot with the position she is holding. That's why she lost the world bank job, because she did a cow boys job the last time. I know if she had a good record definitely Obama would have recommended her, but her track record is disturbing.
