Firstly, a winner must have 51% of total votes. Secondly, he must have at least, 25% of total votes in a given state. And that 25% must occur in at least two-third of the states. We have 36 States in Nigeria, that means minimum of two-third is 24 States with 51% of total votes.

You missed the goal with the boldened...he only has to score up to 25% in ANY 24 states of the federation and also score the highest vote.
Not just highest votes but minimum of 51% of total votes
