This is a myth,widely beieved but true. Companies do not pay tax on money earned elsewhere. They pay tenement rates and any other tax relating to properties they own and run but many companies are tenants in rented offices and do not have such obligations.

Those companies that pay tax on their operations are those that manufacture in Lagos.
Often you hear a lot of Nonsense about oil companies paying tax to LASG .It is untrue.

Their workers who work in Lagos pay tax to LASG but the actual companies do not. At any rate the tax rules for oil companies are quite different and governed by a different set of rules. Oil money is not treated for tax purposes in the same way as Company profits from the likes of Dangote,Cadbury etc
The main manufacturers in Lagos are not relocating anytime soon and those that do go mostly to Agbara in Ogun STate
