Home Affairs director-general Mkuseli Apleni told MPs this week that his 700-member immigration unit was unable to cope with the “thousands” of illegal immigrants a day who entered the country.

In 2005, the department’s revamped National Immigration Branch was launched to offer a specialist, professional and hi-tech service to incoming foreign visitors and clamp down on illegal immigrants.

The inspectorate is a division of the immigration service.

Apleni told the joint meeting of the committees on police, home affairs, small business development and intelligence this week that his unit’s meagre budget of R181 million was far from adequate for the work involved in tracking down illegal immigrants across the country.

The inspectorate unit was key to stemming the influx, he said.

While some experts have put the number of illegal immigrants in the country at “millions”, Home Affairs says it has recorded more than 330 000 in the past five years.

This figure refers only to foreigners who, since 2010, have overstayed their welcome in South Africa after the expiry of their visas.

But MPs have questioned this figure, saying the true number is “much higher”.

Commenting on the sidelines of the meeting, Apleni repeated that that the R181m budget was simply too small to cope with the influx.

He said there were 700 inspectors – far fewer than the number needed.

The department was planning to appoint a further 170 inspectors.

Yet even this extra number was minuscule in relation to the need, Apleni said.

The inspectorate would need far more people if it was to cope with the growing challenge of illegal migrants.

In his presentation to MPs earlier, Apleni said the inspectorate needed far more funds.

“We have been asking all along for more resources,” he said.

“The Department of Home Affairs has 10 000 staff members, and just 700 of those are in the inspectorate.

“We have 52 million people in South Africa whom we look after from cradle to the grave.

“If you look at the police, they have 200 000 members.”

Apleni said that the SAPS and Home Affairs had huge responsibilities, but unequal resources.

There were hopelessly far too few immigration inspectors to deal with the spiralling number of illegal immigrants.

“That is what we have been crying for in the budget.”

Apleni warned that Home Affairs would need “a lot more money” if it was to meet all the challenges.

He declined to give a figure for the amount of money needed to beef up the immigration inspectorate sufficiently to slow or contain the flow.

The department was briefing MPs in the wake of the xenophobic violence in the country. It also spoke about Home Affairs’ response.

MPs expressed serious concern about the country’s porous borders.

Apleni said that the planned border management agency, which would ensure effective control, would involve all role-player departments and agencies.

It was hoped it would begin work in the next two years.

Such is the result when a country lacks functioning customs institutions; especially immigration services.Why would any functioning country appear so powerless to purge itself of illegal immigrants and set proper custom policies in place?,why complaining instead of taking decisive actions against alledged "illegal" immigrants?
SA is a country that is witnessing an alarming rate of decay in its sociopolitical institutions due to massive greed and corruption.
Plagued with visionlessness,a stagnant economy and misplaced arrogance,SA is indeed earning its notorious reputation as "the fading rainbow",a nation buried deep into the oozing whirlpool of violence and mediocrity.
SA has lost all of the tattered shred of fickle reputation cloaking it from eternal shame,even countries like Malawi and Zimbabwe are now publicly spitting and sneering at the shrivelled husk of what was formally a great nation built by the Anglophones and Dutch,but now immersed in a never ending state of sociopolitical quagmire.

lots of hoogwash, you talk like SA is a country waiting to collapse. My man, SA is in a good state compared to Nigeria and the rest of Africa. Thats why all these foreigners keep flocking in our country, do u think they decide to leave their good life ahd come to hell. SA is a land of milk and honey. Yes we do have problems just like any other developed country, but that does not mean life must stop. SA will still continue to be in forefront of Africa's development. Thats why our companies have invested in the whole of Africa, just to try and develop these countries so that when SA flourish, people dont jump the borders looking for better life in SA, like they do currently.

Will they ever consider that? i doubt. Kenya has its refugee camps for Somali citizens. Do you think people are in SA running away from wars, noo man. 99% of all foreigners are economic migrant. They are here for better life. They come from countries where poverty is a daily thing. Future looks blink, then their only hope is to make it in SA alive. You heard many Zimbabweans saying they would rather die in SA than die of hunger in Zimbabwel

The truth hurts which is why a small feeble mind like yours would translate this to "garbage".

Again the self absorbed, self centered broken mind of the post Apatheid black South African is not difficult to comprehend. They use words like... "it is our business not yours"...."cry me a river"...."You must go" to mask their insecurities and the inability to take responsibility of their own short comings, solve their internal issues outside of picking on the "other". The more you do this the more you expose yourselfs to the world.


This sickness is an aftermath and residual effect of isolationist measures instituted by the Apatheid govt and which continue today in the minds of Black South Africans.

THey chant "VIva Africa"".. use phrases like "nkosi sike leli Africa" and even dare to affix the Suffix "Africa" in their national identity yet everyone outside their borders in the rest of the continent are strangers and an enemy to the state, legal and illegal I might add.

Yes dear, they are very much busy with it. The ANC Gwede Mantashe himself is pushing for it. He was on tv saying we are the only country that integrates refugees into communities without proper refugees processing regulations that include refugee camps.

We all know they are economic migrants but most are using asylum status to stay in the country even
Nigerians use asylum. So this would help by isolating asylum seekers till further confirmation are made about the real country status.

Zuma had an imbizo with foreigner organization to find a solution to the Xeno problem. He even said he will not say some of the things the foreigner unions said about their countries so as to avoid further conflicts in their respective countries.

Bruh, your concerns are valid but misplaced as even during apartheid less than 10th thousand people were killed. One would say different about Nigeria. Before you point a slit in someone else's eye you should take care of the log in yours.

Nigeria is the one experiencing genocide with scores of Nigerians of the Northern extraction are killed adapted daily for years while your government was folding its arms.

The Fulani cattle headers are killing hundreds every other month and you are showing no concern.

The ibos and other minorities are threaten succession and sabotage as we speak but you still find it your place to cry out future danger in a country that you do not even care for. Why?

Your most peaceful elections left hundreds dead and we see no outrage.

Nigeria is the only other country that experienced genocide of the ibos with millions massacred and children starved to death.

So excuse us if we do not take your concern for SA seriously when you are in the worst ever position.

Please lead by example if you want to be the soothsayer of what is good and right.

We already know that the underlying reason for Xeno stems from the issue of redistribution of resources in SA, which continues to be a major issue that the government is finding difficult to handle.

Most illegals, asylum seekers and economic migrants are relegated to townships, adding to the number of individuals who are already economically disenfranchised. This is not rocket science and should take an imbizo to realize this. Form this you get an increase in criminal activity, illegal dealings and competition for the meager resources allocated to these areas. This also breeds resentment and thus you have XENOPHOBIA on your hands.

The issue really has nothing to do with the problem of the asylum seekers home country. You will forever have individuals who wish to flee their "cricumstances" in search of a better life. See the boat loads of migrants who risk certain death taking perilous journeys across the mediteranean.

The problem is focusing on reorientation, re-education and empowerment of the poor class in South Africa. When they are elevated they no longer see the "lesser" as competition and understand the resources within their borders can be controlled and manipulated by them.

If they cannot do this, they will forever blame the "other".


The United States is an excellent case study of this phenomena where you have close to 11 million immigrants yet no one realizes they are even there.

It doesn't take a rocket scientist to see there is an illegal immigration issue in South Africa. An imbizo with foreign nationals is window dressing.

We already know that the underlying reason for Xeno stems from the issue of redistribution of resources in SA, which continues to be a major issue that the government is finding difficult to handle.

Most illegals, asylum seekers and economic migrants are relegated to townships, adding to the number of individuals who are already economically disenfranchised. This is not rocket science and should take an imbizo to realize this. Form this you get an increase in criminal activity, illegal dealings and competition for the meager resources allocated to these areas. This also breeds resentment and thus you have XENOPHOBIA on your hands.

The issue really has nothing to do with the problem of the asylum seekers home country. You will forever have individuals who wish to flee their "cricumstances" in search of a better life. See the boat loads of migrants who risk certain death taking perilous journeys across the mediteranean.

The problem is focusing on reorientation, re-education and empowerment of the poor class in South Africa. When they are elevated they no longer see the "lesser" as competition and understand the resources within their borders can be controlled and manipulated by them.

If they cannot do this, they will forever blame the "other".


The United States is an excellent case study of this phenomena where you have close to 11 million immigrants yet no one realizes they are even there.

Bruh, that was not an explanation of why xeno happened or justification for the imbizo but a response to your assumption that it was a lie that Ibos spoke to the president. So save me your excellent trait of being the best analyst of all things South African and xenophobic.

So you agree your concerns are misplaced? You are not leading by example when you are in a worse of situation. No one is making excuse for any actions but please mind your patronizing opinions.

Its amazing that countries like Zambia have taken the really big brother position even in this horrible time in SA's history not like Nigeria's who have milked this sickness for their own secret agendas by even using lies to attack the whole nation regarding this.

Go to any Zambian forum and listening the kind of discussions and advice given to SA to further avoid this. They have scolded us like true brothers but not condemned and call us names like Nigerians did. And still want to act as if they are concerned about us.

THis is a good thing in my opinion.

I think South Africans do not care about what Nigerians inparticular think anymore. No one will ever satisfy your sickness of wanting South Africa to fail. We all get that now.

We as a country and other countries are satisfied with all the steps taken and the continued debates in our tv, media, social organizations, religious organizations, our musicians have come together and released tons of records lamenting this act. All newspapers every single day tell good stories about brotherhood and a united Africa. We know it will not be enough but our government has send out ministers to the communities to listen and come up with solutions to change this by adjusting our
legislations and policies. Courts have been beefed up and time extended for prosecutions, Army for the first time in our history after apartheid walks our streets a rare and provocative scene in SA because of our history but we all think its necessary to quench this. However, Nigeria's want blood, they want us to slit our throats for tv to see that we are doing something? And to that we say f***ck Nigeria and to hell with everything you use to threaten us with.

Even SADC has come back to say they are satisfied with actions taken and will also share the blame **In Mugabe's own words.

So take your concern and sharve it where the sun don't shine because we now know its no concern but an attempt to kick us while we are down. Your diplomatic entourage recall was disgraced with not even one other country joining you and we called you bluff, only for you to turn back with your tails between your legs giving a half backed story about miscomunication.

To be honest, where most SAns are now is to hope for SA & Nigeria diplomatic ties to be severed completely so we will not bee taken hostage for every mistake we make.

Again the self absorbed, self centered broken mind of the post Apatheid black South African is not difficult to comprehend. They use words like... "it is our business not yours"...."cry me a river"...."You must go" to mask their insecurities and the inability to take responsibility of their own short comings, solve their internal issues outside of picking on the "other". The more you do this the more you expose yourselfs to the world.


This sickness is an aftermath and residual effect of isolationist measures instituted by the Apatheid govt and which continue today in the minds of Black South Africans.

THey chant "VIva Africa"".. use phrases like "nkosi sike leli Africa" and even dare to affix the Suffix "Africa" in their national identity yet everyone outside their borders in the rest of the continent are strangers and an enemy to the state, legal and illegal I might add.

When all the immigrants are gone. YOur problem will not be solved. I can bet $1 million dollars on that. Why? because you are too S> TUP>Id to identify the root causes and prefer to hide your dirty laundry in house.
