1). Is the federal government responsible for the payments? If yes, does it mean the federal government has been owing Imo state for 13 months or more?

2). Does Imo state generate IGR? If yes, can't it be used to pay these teachers?

I think this states should stop relying on FG every time, they should start building up companies, farms and other things that will generate fund, they can even tell international companies to come in, seens this will bring Job Opportunity, tax paid by the people will generate funds, as you can see with this system they have killed two birds with one stone... I know its not easy but I mean something has to be done...
