There are 2 sides to this.

There is a standard format of information transfer between an out going and incoming govt. Such document contains financial, security, economic stuff. If this template / handover notes have not been given then APC should come out CATEGORICALLY to say so.

Asking for "tips" is at the discretion of the giver in this case (GEJ) and it remains his prerogative to give same. Such tips even when given is still at the mercy of GMB when he enters govt. It's like you go to a restaurant to eat and you have paid for the food, tipping the waiter is your choice and the waiter accepting to be tipped is his choice.




I don't think there is any harm or foul here and I imagine APC already has a template for running the federal government.
