There were tense moments at the House of Representatives on Thursday as members approved a clause in the Petroleum Industry Bill to include the entire country as ‘host community’ of petroleum resources.

By approving the clause, the House said all “upstream and downstream ” communities in the country would now benefit from the‎ “Petroleum Host Community Fund”, proposed in the PIB.
In the original version of the bill from the Executive, the PHCF was proposed to assist cushion the effects of oil exploration activities on oil producing communities.

Oil companies, according to the bill, are to contribute 10 per cent of their net profit to the Fund.
However, the House AdHoc Committee on the PIB amended the beneficiaries of the PHCF to include all parts of the country rather than restricting it to oil communities alone.

Chairman of the committee, Mr. Ishaka Bawa, while throwing light on the recommendation, told members that communities with refineries or have oil pipelines traversing them, were automatically “host communities.”

He added, “It means that even states, where there are refineries or there are pipelines are host communities.

“It is beyond oil producing communities. “
Bawa stated further that the only exceptions were states like Sokoto and Kebbi.

Although, the House passed the recommendation, it was not without some protests.

Some Niger Delta lawmakers, led by Mr. Leo Ogor, sought to retain the original proposal.

Ogor argued that the recommendation of the committee might face challenges of implementation because of what he called “many technicalities that will hinder progress.”

He insisted that the House should restore the original provision, but his position was defeated ‎by the majority of members, who backed the community’s recommendation.

The House also reduced the 10 per cent contribution to the PHCF to 7.5 per cent.
But, oil companies are still required to carry out corporate social responsibilities in host communities to make up for the reduced financial contribution.

Lawmakers began considering the report on the controversial bill on Wednesday.

The 368-page report has 312 sections and 348 clauses.

By Thursday, members had passed 116 clauses at the Committee ‎of the Whole, which was presided over by the Deputy Speaker, Mr. Emeka Ihedioha.
The House later adjourned further consideration of the bill till Tuesday next week.

This is pure nonsense. The PHCF clause was included to protect communities whose environment is damaged by petroleum exploration. If you the entire country is the host community, it means we offer absolutely no compensation to those whose land, water and air is being polluted to feed the country. Go to ogoni, go to some ijaw villages. Some of them can't farm or fish again because of pollution, not to talk of the adverse health effect. But then, what negative effect does oil exploration have on a community in kano or jigawa state?. These reps do not understand that equal treatment is not always fair, and fair treatment is not always equal.

Jesus christ! I don't even know what to say. Everyday I wake hoping to acknowledge something positive about this country of ours that will give me hope about our future but the more I try give myself hope and find reasons that this country will change and progress, I see a thousand reasons why this country will continue to go down as a cesspit. Nigeria sucks big time. This country is disgusting.
The level of injustice, hatred, greed, selfishness, impunity, ignorance, anger, prejudice and other disgusting human evils that has been perpetuated and being perpetuated in this useless country is out of proportion and unrivaled by any society in this world.

So in the same vein, we can claim the oil from Saudi Arabia or the diamonds from Russia since we all live on the same planet.

I mean, we are all a community of earthlings, right? So we are all host communities to these natural resources. Not so?

Good development.

Communities that host oil pipelines deserve to be taken care of. After all, oil transportation is a key part of turning crude oil into money. However, the fund should be shared in a 70:30 ratio in favour of oil producing communities.

As long as people of SS/SE are part of Nigeria, the oil is Nigeria's oyel. Before oil, the country was financed and sustained by earnings from other resources from other part of the nation.

Aside the environmental degradation, I am trying to find a document that allocated 10% to coal producing community in the 60s/70s, neither cocoa producing communities nor the groundnut producing communities as well. I am all for fair treatment, the issue should be how to ensure that the oil producing community are adequately taken care of in terms of prevention of environment degradation or salvaging the already degraded environment rather than making special provision for them.

Never has the call for the battle of the soul of the Niger Delta been so loud. This is distasteful, absurd, shameful and ridiculous. The fulness of the continued rape of the Niger Delta has begun right before the eyes of the people of the Niger Delta. It is bad enough that the region has been so despicably exploited and then left in squalor. It is bad enough that some legislators from other regions have been complaining that the Niger Delta is getting too much from the National Coffers. It is bad enough that some political leaders in the Niger Delta are co-conspirators in the plot to damage Niger Delta. Truth is, a new revolution may just be about to begin. The time can never have been better.

Same oil!....it sickening knowing that this ONE NIGERIA project is still centred on oil. l pray it dries soonest or it commands very low rate in the international market so we can collectively realize that we have the capacity to achieve so much beyond oil.

Oil has made the State lazy, it is like someone whose sibling is sending Western Union to on a monthly basis rather than use the remittance to set himself up, he says why bother after all he is receiving the same income if not more, than those who are out there on the streets .

Bros, stopped sending money, he has no savings nor income generating skill while guys who had no Bros to depend on have developed the skin and skills to be self-reliant. Na who loose ?

This is wrong on so many levels. How can lawmakers be so myopic, self-serving and utterly silly to consider "states with pipelines passing through them" as host communities? The Reps that voted for the amendment of this clause need to pay a visit to a host community to see what we are suffering. Forking bunch of self-serving b@$tards!!! angry angry angry angry

On a serious note, dis decision is more nationalistic. I see no reason y a community shud be given 10percent of a companies net profit. D grants dat av bin given to dem since let dem giv us detailed report.

Wit so many companies at soukobolou in delta state, I was surprise wen I saw school children trekking abt 12-15kilometers every day to go to sch, I asked a question y can d companies not provide buses for d community n I was shown a luxurious bus n told it was provided by one of the companies for the students but the community executives hired d bus to a company for daily pay.

Again I was shown anoda spoilt bus been sold for scrap metal by one of the "lords" in the community n I was told it got spoilt n no one bothered to repair or fix it.

Dis bill n d change in clauses will enable niger deltans wake up n re assess their selfish characters.

This does not align with the idea of fairness and justice... Some niger delta communities are serious damaged because of the oil exploration activities... This is the reason why these people want to even break away from nigeria.
