WikiLeaks has just revealed secret details of a European Union plan to use military force to curb the influx of migrants from Libya. "The documents lay out a military operation against cross-Mediterranean refugee transport networks and infrastructure," WikiLeaks says. "It details plans to conduct military operations to destroy boats used for transporting migrants and refugees in Libyan territory, thereby preventing them from reaching Europe." WikiLeaks founder Julian Assange discusses the EU’s plan from his place of refuge inside Ecuador’s London embassy.

AMY GOODMAN: We return to our exclusive interview with WikiLeaks founder Julian Assange. I went to London and spoke to him inside the Ecuadorean Embassy there on Memorial Day.

AMY GOODMAN: Can you talk about the documents you have released around Libya and the immigrants that are trying to escape?

JULIAN ASSANGE: A secret plan was constructed by the defense ministers of Europe, the defense ministers from the various countries. The plan was led by the U.K. and Italy. And that plan, authored on the 13th of May, is what we have released. Now, it calls for a military intervention in Libya to destroy refugee boats before they leave port, from Libya coming to Europe, and also for other attacks on the people who provide the services of conducting the boats, called, of course, in that plan, "people smugglers," and they’re necessary to stop their network.

AMY GOODMAN: You said destroy the boats. What do you mean?

JULIAN ASSANGE: That’s right. Before the refugees get into the boats, destroy the boats. And so, of course, this involves potential infringements of Libyan sovereignty, destroying boats in port.

AMY GOODMAN: What do you mean, "destroying"? Blowing them up?

JULIAN ASSANGE: Blowing them up, sabotaging them. Destroying them through military means is what is specified in the document.

AMY GOODMAN: How would they know if there are people in them?

JULIAN ASSANGE: Well, they may not. They may conduct surveillance operations to detect people. They may be unconcerned with people. The way that they’re talking about the people smugglers in the document is such that you have the impression that the people smugglers themselves would be a military target. The infrastructure, and specifically boats, but their broad infrastructure, also appears to be a military target. So, for example, the systems that repair boats or who are involved in collecting together the refugees, these seem like they would also be military targets.

AMY GOODMAN: And whose documents are these?

JULIAN ASSANGE: This is a classified document from the European Union, from the EU Military Committee. And the EU Military Committee is the defense ministers of the European Union. The document was led by the United Kingdom and Italy. And it will be Italy who is leading the on-the-ground—it will be Italy who is militarily coordinating the on-the-ground efforts.

AMY GOODMAN: And in the documents, the concerns about what this will look like, the so-called optics of the situation?

JULIAN ASSANGE: Yes, there’s a layout for a media information operations at the same time, very significant concern about the optics, about where there’s media scrutiny of the EU for killing people, or false reports of killing people. They say, you know, where the EU has actually killed people in this operation, so they are intending to at least risk killing people in blowing up these boats.

I guess from a—if we now pull back a bit, where is this coming from? Well, it’s no surprise that the U.K. was involved in the draft. Since the 7th, with the new Conservative government here having a majority, we have seen a very strong push along a Conservative agenda against migrants, against pulling out of some parts of the EU, against a retardation of the European Court of Human Rights. From the Italian perspective, they have to deal with the migrants that come across.

Now, this will be the first time that the EU, as a military force—not NATO, but the EU—is engaged in hostilities. So it’s quite—it’s quite significant from the perspective of what the EU is going to look like as a military force. And if you think of Libya, there’s the question of what do these EU nations want with Libya. Well, remember, Libya was largely Hillary’s war. That’s came out, that in fact the Pentagon was pushing against it, Hillary was pushing for it. From the American side, there wasn’t unity in pursuing the prosecution of Libya, because the Pentagon was worried about the post-Gaddafi environment, had that been set up enough, for exactly the same reasons—the exact same lessons we learned in Iraq. Now, there was considerable European push for war in Libya, as well, from Italy, from France and from the United Kingdom, to get at Libyan oil. Deals were done in terms of splits with the Libyan rebels, the splits that Italy would have, the splits that France would have. So, we may also be looking at an excuse to get on to the shoreline of Libya. They will have established a breach of Libyan sovereignty. They will be engaging in destruction of these boats and the people-smuggling operations on Libyan soil.

AMY GOODMAN: And the documents address the Western-backed groups within Libya and what they feel about this?

JULIAN ASSANGE: It has come out publicly, when some versions of this plan have been spoken about in the media. The plan hasn’t come out, but versions of it have been spoken about, and that the groups that the West says is the government of Libya, if you like, they’re those factions around Benghazi. The Libyan foreign minister says that this should not be tolerated, of course. Libyans could not accept the prevention of Libyans seeking refuge being pursued by jihadists. It’s really a very new situation. It’s new in terms of the EU acting as a force in this manner, acting as a force against refugees, against refugee boats, acting as a force, in effect, to assist ISIS. These are people that are being driven out of Libya by jihadists of various factions, including ISIS. So, I find it quite, you know, quite a dangerous precedent. Now, having once established themselves on the northern shore of Libya, there’s a question about then what happens. Presumably, EU troops or EU agents or EU warships on the shore of Libya are going to receive some kind of resistance occasionally, and they will meet that resistance. And that could then well snowball into an invasion of Libya. And that may—I must speculate that that may be part of the vision.

First of all, america(us) with its allied caused the arab spring, the arab spring democrazy turned into demonishing things and lives, five yars had gone by, those arab state must have been empty by now. The people had no other choice than to flee into europe via the sea, now those are about to be blown away at the sea.
Nothing happen, that will take place and hold, we will all see it and remove eyes. We will remove eyes without asking the simple question of what then will happen to those arab barren lands?
We in Africa (south sahara) will be next. boko is just preparations.

to be "fair", the plan calls for blowing up boats while they are still at port, not when they are loaded with people in the middle of the ocean. Obviously it is still possible to kill innocents who may be in the boat at port, but if indeed the boats can be destroyed before refugees get in, i really cant blame them on this.

you have to wonder though, if those boats get sabotaged on purpose on the high seas, who would know?

To make it simpler why would anyone worry what happens to fleeing Libyans while nobody worries about what Libyans are doing to each other within Libya.

It is not about just Nigerians travelling illegally, as most of all those Black people you see there are indiginous Blacks people of the middle-east(North eastern Africa) and what is today called North africa, and few others from Somalia. Only very minute of less than 0.1% are from our side. Regardless they are still part of us. Yes and you are right about our government officials, they are rogues and thieves. But who is the bigger thieves? The bigger thieves are those who help them keep the stolen funds in their vaults in europe and america, The europeans.
If the african government officials have no place to hide the stolen money, They won't have any choice than to either use the stolen funds to create or develop businesses within the country or not to steal or embezzle atall.

I think we should always try to see the cause. If the cause of a problem is not addressed, there won't be solutions. Heart problems does not just appear in a single day, there must have been a cause to it.
What Africans are doing to other Africans(oppression) in Africa also has a cause which was the beginning of the problems. Without laying blames on anything, We have to address that cause. Surprisingly, we know already, but our love for things that glitters but are not gold has blinded us into speaking the truth.

I used to ask if there is any hope for any black nation, i watched as mandela got on in South Africa, how he sold out all the blacks has struggled and died for, i watched as Mbeki came in and how he tried to clean up a the system and tackle the Blackman's cancer which is corruption and how he was ejected from office and the corrupt, ignorant whitey puppet Zuma comes into office, in all i watched a black nation that i inherited a prosperous nation ran it into the ground in less than 2 decades. is there really hope for people such stupid ?

The western owrld have always been ruled by the same elite same after the dark ages. They are the same people split into fragments, and all the fragments are going towards one single direction. So in actual fact, one idea had been ruling since the fall of europeans' monarhchies. They formed themselves into one group working as a whole body.

The europeans projected the same idea for us but in differently, in the sense that it allows very new president to come with his/her own idea every four years or eight years even when they belong to the same political party. So 8 years is not enough to develop and work on an idea for a country numbering more than 40 million, let alone 170 million.

Thus, As Jonathan wished really well for Nigeria to be great and he really did but he couldn't, 6 years was just like 1 min, i do hope you know the concept of time. Buhari will take the first two years alone to put in correct ministers, the governor putting the commissioners etc, it will take 2 years atleast. the next 2 years is implementation of the change we are crying for, facing corruptions etc, 4 years have past. Now you may want new person or he wins a new term. what am I saying? 2 years into the next vote, campaign has started again....
So, you can see that 4 years isn't enough for anything, and if we are going to make it enough, then we must accept a group of people to rule. either ways, an idea will need a period of 20 years to manifest, considering the foreign oppositions.

And Zimbabwe? It took almost 40 years to liberate themselves, Now they will start on a fresh platform, only hope is that Mugabe is old, that the next person will follow directly on his(Mugabe) foot path. one that is done, 20 years from now, Zimbabwe will be the giant of the entire Black nation of the world.

I'm sorry to say but I would not vote you to solve our drastic problems. A serious leader will face one key problem instead of seven point agenda. Its only african accidental presidents with no plan that take time to solve pressing problems. But if you have a plan you hire competent ministers and give them targets. By the time you sack 2 or 3that fall short you will see the rest will sit up. But if stealing money and carrying prostitute is your priority then 100yrs sef you go still de planning stage.abi is Fashola not a human being or even ordinary akpabio. The truth of the matter is, you may have a good house and few cars as an individual, but you want have regular light in them, no nice food, the last time we ate good food is unknown, you won't have good roads to cruise in your cars. I pity those dude that drive bentley in okokomaiko. To drive a bentley is nice, to drive that bentley on a good road is divine.
That life, You and I can't have it, forget it, put your mind away from it, but except you do that outside of Africa, and in most cases will put you in deep innocent trouble (whiteman won't just be looking you enjoying life on his land).

So, the only option is to sacrifice ourselves (ages 20 to 65) in patience, and in building and saving resources and money and in building defence and giving our children the real Black root education. In 50 years, They would enjoy life and maintain it forever, while they continue to build on it for their own children. so 20 years old man now would be 70 then.

So, what would i say you are? You are impatient and selfish and also My beloved family member (if you are black, or another race married into Black family with clear and good intentions).

Revamp these things that you mentioned means buy them. Buy them from foreign, this is what you simply mean, even when/if you don't mean that.

To manufacture, You would have to manufacture that machine that you would need to manufacture, then again, manufacture a machine that would be used to MAINTAIN that machine that must be used to to manufacture in the first place.

You would again have to manufacture that machine that would be used to retrive raw resources from the earth and a machine again to process, before it can be used for consumption and/or sold.
Now it would be impossible for Nigeria, even united states to do this in 10 years. Just manufacturing.
So Nigeria must do her part, Togo, Ghana, Mali, Tanzania, African American, Blacks in Brazil/India/New Zealand etc. Then we can trade or exchange withinn ourselves. If you try to as much include iranian or islaelis etc, They whole thing is bound to crumble, for that will be their intention from the start (if you haven't learnt for the past 80 years, then you/ that one doesn't deserve a life).

Then we talk agriculture, If we can pull ourselves up every friday to monday morning to plant a little garden by ourselves, it will be a start. But will you do so? I guess not, Farmering/farming is for poor people according to poor black people. eating its produced wether good or bad is the main thing according to the way most of us think.
We forgot that we need the food for its supplements and not for entertainment.

We must do this without big salaries or no pay now, but from our small garden, we would be able to feed ourselves (can you do this?)

all the sector of an economy is like ONE SINGLE WHOLE BODY, if agriculture does not work, fashion would be useless, If communication is not effective, Education too won't either, all must work effectively at the same time, then we can call it "TRANQUILITY".

How long will it take to set one in motion or to make one? is 4 years long enough, having the knowledge of the African/Nigerian politics?

I guess not, Farmering/farming is for poor people according to poor black people. eating its produced wether good or bad is the main thing according to the way most of us think.
We forgot that we need the food for its supplements and not for entertainment.

We must do this without big salaries or no pay now, but from our small garden, we would be able to feed ourselves (can you do this?)

all the sector of an economy is like ONE SINGLE WHOLE BODY, if agriculture does not work, fashion would be useless, If communication is not effective, Education too won't either, all must work effectively at the same time, then we can call it "TRANQUILITY".

How long will it take to set one in motion or to make one? is 4 years long enough, having the knowledge of the African/Nigerian politics?

Giving up is equals to dieing.

It took putin 11 years to fight off shell petrol company out of russia, with all the weapons, that is only in oil and gas sector, he is still battling them in other sector and they are fighting back seriously.

A friend of mine works of a russia auto industry, The germans would pay the project manager and head engineers(bribe), not to produce a good efficient products, so russian cars would not be accepted by nobody, including russians too.
They do same with Nigeria too.

We have to make do of what we can manufacture and produce on our own, and rely a little on importation.

We will start from somewhere as you have said. eat amala and eba plus egusi soup with roasted fish and agbalumo(cherry), forfeit uncle bens rice and indomie and sushi. There is no need for too much importation.

Not talking about oil and gas (thank goodness that's all they've got)
I am talking about agric and light manufacturing

even the oil and gas issue can be handled by militants
