Beasts in the Bible represent rulerships, Kingdoms, and Governments.

Daniel 7:2-3
2 Daniel spake and said, I saw in my vision by night, and, behold, the four winds of the heaven strove upon the great sea.
3 And four great beasts came up from the sea, diverse one from another.

Four great beasts arising from the sea means four great kingdoms/world governments arising to rule the world. Sea in the Bible is used to represent the mass of mankind, and by saying four great beasts arose from the sea, the Bible is telling us that four great rulerships/governments/empires/kingdoms would arise from among the people of the earth. We already know that three great beasts have ruled the earth and the fourth one is just on its way out. The four beasts are the Babylon, Mediopersian, Greek and Roman empires
Note that it is after the demise of the kingdom of God on earth, when Jerusalem was conquered, that these beasts arise to rule the earth. Israel, the Negroes, are the people that were given the bonafide right to rule over the whole earth.
