He held the so-called secret meeting with military chiefs in regards to relocating the Military Command Centre to Maiduguri! That's his "strategy" which he acted upon immediately! Nothing more.

If he had any real strategy, it would have manifested in the battle field. No war strategy goes into effect unnoticed. When Obama became U.S. president, he acted on his strategy immediately, because they were at war extremist and still are. Buhari was also elected at a time Nigeria is at war with extremists, but was has he done? He hasn't even created his government for more than two weeks now!
