Since the refineries would soon Kick Start... NNPC should be recruiting Staffs(Nigerians) that would work in the Refineries and the depot

Don't mind those people. They recruit through the backdoor. Besides, they have been keeping their staff even when the refineries where not working and also paying them.

Its refurbished,not new.they have existing staff.
