Same here... although, the application has reopened for those who submitted prior to today. And from what someone told me, once you resubmit it, you'll be able to access the profile form and download.

About the duration, I don't know. But almost all US schools offers Master's programs of 18 months and above... and some previous beneficiaries of the scholarship had gone to American and Canadian schools.
I can't say which would be preferably.

There was no definite point in time (deadline) when we were asked to provide it. But it's possible that NIN was one of the criteria used to shortlist candidates for the aptitude test and/or interview.
