It is baffling that our Tanoid friend didn't know that their is a different account where moneys belonging to the federal government and another account belonging to all the governments of (federal, states and local governments).


When Buhari said he met an empty account he was referring to the account directly under his jurisdiction, account where money for the runnings of the FG programs are kept and drawn.


Surprisingly, both the Ex-minister and his Tanoids goons claimed there is up to $30b in excess crude account, sovereign wealth fund etc which are monies primarily saved for different purposes and the FG can not withdraw from those accounts without the consents of the other tiers of the government.


The minister and his boys should rather tell us how much GEJ left in the FG's account or they should just shut up.

FYI, the FG's share from the federation account is paid into the federal Government account and that money is not meant to be whole spent or exhausted month in months out. Incase of emergency after the sharing of the monthly allocations where did you think the money to attend to that emergency will come from if their is not suppose to be savings? The budget you are referring to cover a whole year not a monthly thing and the revenues are supposed to be managed to fund that budget throughout the year not on monthly basis.

Now funds allocated to individual ministries etc are used by them independently as allocated by president probably based on scale of preference...(taking cognizance of budgetary allocations to events and projects by/to each)...

Whatever emergency is taken care of by mopping up funds from these components parts of federal government(viz; ministries, agencies, etc)...

The FG created the ECA and SWF to take care of savings in case of serious crises and Emergencies. That is the idea behinf it! The foooolish APC Governors are shouting share the money. They've received N3trillion naira from this fund between 2011 and 2014 ALONE in addition to their statutory allocation. What did they use the money for? What happens during serious crises? How long are we going to stretch the External reserve?

Nobody is saying the federal govt account is a savings account and I never said that to you.


All the money accrued to the FG will go into the federal government account from where the running costs of the MDA, parastatals etc and other government programmes will be paid and that money is supposed to be managed atleast till the time when another revenue will be shared.


For example, money was shared yesterday from the federation accounts to all the tiers of government and the FG own will be paid into the federal account and that money is meant to be used in running the affairs of the government throughout the period another revenue will be shared.


It will be foolish for any tier to collect his allocation today and finish it within a week simply because the money is not meant to be saved.
