The Department of State Service (DSS) seems to be in trouble already as some policy reversals which operatives consider as “witch-hunt” are being implemented just four days after a new Director General took over.

The DG Lawal Daura has, for instance suspended promotions done this year in the Service which were approved by former President Goodluck Jonathan.

Sources in the administration said that the former Spokesman of DSS, Marylyn Ogar who got an approval to proceed on three years study leave during the tenure of the former DG, Ita Ekpeyong has been asked to return to the country immediately.

A source who clarified the process of promotion in the Service however said on Saturday that “promotions in the DSS are recommended by the Service, forwarded to the National Security Adviser, who ratifies and then forwards to the President for approval.

The source said: “All these steps were followed. These promotions were duly approved by immediate ex- President Goodluck Jonathan before they were effected. It is difficult to prove any lapses or irregularities in that process because the incumbent DG, Daura, was also a beneficiary of a similar exercise when ex-DG, Ekpenyong Ita promoted him to the post of a Director at the twilight of his career shortly before he retired from Service.”

President Buhari in a circular approved the reversal of all promotions in the DSS approved by the administration of President Goodluck Jonathan from March 31.

A memo released to operatives of the secret police and signed by Toma Minti on behalf of the DG indicated that President Muhammadu Buhari had spotted “observed lapses” in the promotions released from March 31 and has accordingly directed a suspension.

The personnel affected include those promoted, converted and upgraded within the period under review. They are, therefore, to revert to their former ranks with immediate effect.”

It was gathered that panic has already gripped operatives of the Service, following allegations of a possible witch hunt as it was said that some departments, including the Public Relations and the Institute for Security Studies were being already penciled for certain actions.

The memo directed all affected personnel to revert to the old ranks while a committee was constituted to review all cases.

“If President Buhari had actually ordered the suspension, then he must have been grossly misled. Come around and sample the opinions of my colleagues and you would be amazed at such low morale that pervades the Service since the release of the circular”, another operative said.

This is a dangerous trend its so obvious that Buhari is planning with hunt against some people. We should not be playing politics with our secret police;I believe this action will unearth alot of unpleasant stories and allegations.......too bad

So after her shenanigans during the last elections, madam Ogar planned to run away for 3 years under the guise of a study leave. Thank goodness she has been recalled to come and continue to serve the nation and answer any questions that arise about her tenure as PDP's unofficial spokesperson.

Those last minute promotions were mischievous and a reward for the open partisanship of the organization. Marilyn Ogar was a vehement and fiery supporter and mouthpiece of the PDP. She was not working for the Nigerian state.

Our secret police has never been as politicised as it was under the last administration, with the brazen show of partisanship which led to their invasion and raid of an office belonging to the opposition party at the time. Ogar also made several unsavory comments about the APC and it's leaders.

What's happening in the DSS is the restoration of order, it's not about the regularity of the promotion process but if the promotions were merited and the basis upon which they were given.

Change is about restoring the norms and orders. Some people are shouting of witch hunts, this is why we are not growing as a country. DSS is compromised unless you are hiding behind a finger you will agree with PMB that the agency is needed to be brought back on track.

Btw, we should forget witch-hunting and reason without sentiment. SSS was too politicised under Jonathan and that Ogah of a puppet was very partisan...way too unhealthful partisan! I just can't forget when she ordered the arrest of that INEC Card Reader IT guy..what the heck!angry

Orders must be restored to SSS.

Good hearted as Jonathan might be, he was damn too corrupt and lily-livered.angry

Nearly all government institutions need reorganization with very deep insight into what transpired since 1999.
When we clamoured for change, that change we must be ready to embrace.
Let us wait and see how things are unfolding.

Buhari is acting completely childish,hw does bringing Ogar back from study leave improve his security?Instead of tackling our economic problems head on,and appointing ministers to implement good economic policies that will improve our well being,he is canceling promotions and calling ppl back from study leave.Is that what he was sent there to do?
