I am sure most guys do not know how petitions work. Let us assume your name is MUSA SALAMI. You can just wake up this morning and VEX after having a bad dream. You come dey look for who to turn your bad mood on. You come remember say una state governor never pay your 5 months salary and he is building a new government house.

All you need do MUSA is pick a PEN and PAPER, write to EFCC to investigate your state governor why he is owing your salaries of 5 months arrears and he is constructing a New government house and his private house with government funds. In your petition also state the amount the state government has received in the past 5 months from the FAAC account.

EFCC will take it up from there. Buhari or Jonathan has nothing to do with it.
