ok... But does it discharge too quickly? Because if it doesn't, then the battery calibration on the phone could be bad, or the battery itself has reduced it's capacity. If it is a calibrating issue, a solution can be found with a rooted phone. It could also mean that the android rom needs some crazy tweaking or you just need to flash a new rom.



By the way, you could find an identical tablet and swap the batteries. Try and see if your phone can charge the other battery full and vice versa. Except of course it is non removable.

Assuming nothing has changed from the way NYSC works even upto A15, I will say it doesn't matter. As long as s/he has a substantive jamb reg number. But if there's any new development, then I may not be the best person to advice you now.
