things as you asked which are:

1. Stable IP
2. accessible USA phone number
3. Real Card
4. USA Bank account(optional) preferably real one if you can afford it
5. Your ID card be it that of Voters card,National ID card,Driver license or preferably International passport
should in case PayPal request for your ID.
6. Guides how to operate your USA PayPal account without getting your account limited or banned.

Nevertheless,I recommend you get that of UAE instead of USA except it is compulsory you get that of USA
because some stores and websites only accept payment from USA PayPal account.

What did they ask you to provide?
Did you provide all?

If you did and your account is yet to be restored,please call PayPal customer care
by logging into your account. Click on Contact Us and then proceed by following
instruction in calling them.

You can come here to let me know what they tell you for further guidance.

A US bank account is not optional to get verified, it's a compulsory requirement, I have a verified US paypal

I know that without it being added,it will still be showing unverified but that does not prevent you from transacting
because you can meet other requirements and your account will be at 80% rating.For example,I used my 80%
rated business unverified PayPal account to receive close to 100,000$ without any form of limitation within the period
of one year which most so-called verified PayPal accounts can't beat.

I made optional because I'm kicking against people using Virtual USA bank account if they cannot afford
the cost of getting real account on their PayPal to prevent complexity when PayPal starts asking for "statement of bank account".

You cannot fund it but do fund the bank account your mastercard is linked to and the equivalent will be charged directly from it
whenever you make or send any payment/fund online with your PayPal.

Note that you payment won't go through if the money in your bank account cannot cover what you want to make or send payment for.

PayPal on Alibaba? I doubt if there is any seller/manufacturer that accepts that there. They usually ask for payment outside the Alibaba's escrow and do ask of Western Union, MoneyGram or Bank's Telegraphic Transfer (T/T) options.
