If my car isn't factory tinted, but had the tint applied here in Naija to the rear windows and back, do I still need to get a permit?

does this mean if my vehicle is tinted locally, I should remove it? cos I see people with decent local tints and they use police permit and some so called factory tints on tokunbo cars are actually local tints.
