The same can be said about the South occupying top positions since 1999 with little or nothing to show for it. Heck, GEJ just finished his tenure with his Igbo lieutenants - what do both the South South and South East have to show for it? - absolutely nothing. The communities in the South South are still dirt poor, with oil spillage everywhere. While South East couldn't even get him to build them one bridge...and Kano built something far more expensive during the same period. Ditto Lagos.
