"discrepancy" is not an adjective but a noun. it's grammatically invalid to say "discrepancy arrangement". Only few nouns can qualify a another noun of which " discrepancy " is not one.
without a sound knowledge of the basics of Grammar, Which is a very broad field, words may be erroneously used.
