When you enter the van, the screen fades to black for like 3 secs, in that 3 secs, keep tapping exit vehicle, if this works, when the screen comes up you should see yourself outside the van, don't attempt to enter or blow up the van or else you'll fail the mission, simply drive down there and kill those bloody Cubans, hope this helps
